ENAT AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 52 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENAT AD 2.2.
2  De-icing of aircraft
2.1 De-icing only permitted on the de-icing platform, REF Aerodrome chart and Aircraft Parking/Docking chart. Anti ice/frost prevention may be executed on apron.
2.2 Aircraft with reference code D shall be escorted by follow-me vehicle to de-icing platform.
3  PUSHBACK
3.1 Straight or angled pushback to defined disconnection point.

1  ATC Clearance
1.1 Departing IFR flights shall contact Alta TWR to obtain ATC clearance. Request for ATC clearance may take place at the earliest 10 MIN prior to anticipated engine start-up. Listening watch shall thereafter be maintained on Alta TWR.
2  Backtrack after landing on RWY 11
2.1 Within the period APR till OCT, jet ACFT intending to backtrack after landing, shall, after passing TWY E, perform a right turn to avoid raising dust and sand on settlements close by.
3  Weather Criteria
3.1 If the breaking coefficient is estimated to RCC 2POOR, the RWY will be closed for ACFT OPSR.
4  Radio communication failure
4.1 If experiencing radio communication failure flying VFR in CTR:
  1. Squawk 7600,

  2. Proceed according to CPL,

  3. Hold 1 NM NE of TWR or 0.6 NM SW of TWR at 800 FT,

  4. Watch TWR for visual signals.

5  Operations in limited visibility conditions
5.1 Aerodrome marking and lighting details, REF table 2.9 and 2.14, and AD 2 ENAT 2 - 1.
5.2 RVR 800 M or less:
Secondary power supply ensures activation in 1 - one - second.
5.3 RVR 550 M or less:

No departures or arrivals allowed.
LVP activated: 1 - one - aircraft on the manoeuvring area at the same time (pushback included). No vehicles allowed on the manoeuvring area except FOLLOW ME vehicle and RVR-service.
5.4 RVR 400 M or less:
No aircraft operations allowed.
6  Parking
6.1 Marshalling service available on request to TWR
7  Marine traffic
7.1 Large ships may be moored in harbour APRX 200 M S of THR RWY 11. The ships may penetrate the obstacle limitation surface and emit light pollution. Information is given via ATIS when relevant.

ENAT AD 2.23  Additional Information

1  Differences from ICAO Annex 14 Vol. I SARPS
1.1 Longitudinal slopes on the RWY in the first western part exceeds 0.8%, REF para 3.1.14.
The transition from one slope to another in the western part is accomplished by a curved surface which exceeds 0.1% per 30 m, REF para 3.1.16.
1.2 Ungraded part of strip contains obstacles; antennas, instrument cabins and parts of fence. REF para 3.4.6 and chapter 9.9.
1.3 Longitudinal slopes on parts of the strip is steeper than prescribed, REF para 3.4.13.
1.4 Transverse slopes on parts of the strip is steeper than prescribed, REF para 3.4.15.
1.5 Taxiway separation distance between RWY CL and TWY A CL is less than 166 M in the western part, REF para 3.9.7. Restrictions for simultaneous operations apply. This is controlled by ATC.
1.6 On certain parts of the GA apron and on TWY E there are slopes steeper than the minimum required to facilitate effective drainage, REF para 3.13.4.
1.7 “RWY AHEAD” is used as mandatory instruction marking, REF para 5.2.16.
1.8 The RWY THR LGT consists of wing bars only, REF para 5.3.10.5.
1.9 The RWY END LGT consists of wing bars only, REF para 5.3.11.3.
1.10 Certain obstacles (terrain) penetrating the Obstacle Limitation Surfaces are not lighted (REF ENAT obstacle data at www.avinor.no/ais), REF para 6.2.3.
2  Approach and runway lights
2.1 The light intensity for APCH, PAPI, THR, RWY CL, RWY edge and RWY end LGT is adjustable in 6 stages, intensity 0,3 - 1 - 3 - 10 - 30 - 100 %.
2.2 The light intensity for TWY CL and TWY edge LGT is adjustable in 3 stages, 10 - 30 - 100 %.
2.3 The light intensity for RWY guard LGT (WIGWAG) is adjustable in 2 stages, high - low.
3  Special requirements for aircraft operators performing commercial transportation into Alta airport
3.1  Category C - The operator shall develop training syllabus for FSTD and/or briefing for an observer flight (REF ORO.FC.105)
3.2  To aid in creating a pilot briefing, additional airport information can be found here.
3.3 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF. AMC1 CAT.OP.MPA.303(e))
3.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Caution
4.1 Turbulence/wind shear may occur on final RWY 11. Moderate, occasionally severe, turbulence may occur on final RWY 11. Wind 180 - 270 DEG / 15 KT or more.
Moderate, occasionally severe, turbulence may occur on short final RWY 11. Wind 180 - 220 DEG / 10 KT or more.
4.2 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
