ENBL AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENBL AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways. Reference to this regulation can be found in AIP GEN 1.6

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR in TIZ, REF AD 2 ENBL visual approach chart:
  1. Squawk 7600.

  2. Avoid APCH sectors RWY 07/25.

  3. Proceed to Gjøsetvatn 1,5 NM N of AD and hold at 2000 FT.

  4. Flash LDG LGT.

  5. Look for light signals from camera mast APRX 250 M N of RWY.

  6. Bringeland AFIS TEL (+47) 75 54 16 39.

2  Procedure in reduced visibility
2.1 Aerodrome marking and lighting details, table 2.9 and 2.14, and AD 2 ENBL Aerodrome chart refers.
2.2 RVR 800 M or less:
Secondary power supply operational within 1 - one - SEC.
2.3 RVR 550 M or less:
No ACFT operations allowed.

ENBL AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes exceed prescribed values on parts of RWY, REF para 3.1.19.
1.2 Strip contains obstacles (ACFT on stand), REF para 3.4.6 and 9.9. See also Aerodrome Chart.
1.3 Longitudinal and transverse slopes on RWY strip exceed prescribed values, REF para 3.4.13 and 3.4.19.
1.4 A wind direction indicator and an anemometer are situated on both CWY, REF para 3.6.
1.5 Undershoot RESA both RWY are shorter than prescribed, REF para. 3.5.3.
1.6 Longitudinal slopes on TWY A and B exceed prescribed values, REF para 3.9.9.
1.7 Aiming points are located 150 M from THR, REF para 5.2.5.3. See also GEN 1.7.
1.8 RWY AHEAD is in use as a mandatory instruction marking, REF para 5.2.16.
1.9 The crossbar in the RWY 25 approach lighting system is placed 94 M FM THR RWY 25.
1.10 PLASI in use as visual glide slope indicator, REF para 5.3.5.4.
1.11 The lead-in lighting system to both runways consists of equally spaced lights instead of lights positioned in groups of 3. REF para 5.3.7.4.
1.12 RWY END LGT are established as "wing bar" lights, REF para 5.3.11.3.
1.13 Simple touchdown zone lights are replaced by balked landing lights, REF para 5.3.14.
1.14 Runway holding position signs are retro reflective, not illuminated as prescribed, REF para 5.4.1.7.
1.15 Mandatory instruction signs are not placed according to requirements, REF para 5.4.2.8.
2  Differences from ICAO DOC 8168 VOL II – Construction of Visual and Instrument Flight Procedures
2.1 REF AD 2 ENBL 5-11 RNAV(GNSS) Y RWY 25
The segment gradient in the intermediate approach segment (7.9%) exceeds the maximum recommended value.
3  Special requirements for aircraft operators performing commercial transportation into Bringeland airport
3.1 The aircraft operator shall stipulate crew qualification requirements for PIC, in accordance with EASA AMC1 ORO.FC.105. The requirements shall be as depicted for airport classification C.
3.2 The aircraft operator shall stipulate special limitations with regard to surface wind.
3.3 The aircraft operator shall stipulate special requirements with regard to runway status.
3.4 Aircraft operator without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
3.5 Aircraft operator shall calculate departure procedures, take-off minima and performance limitations.
3.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Approach and runway lights
4.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
4.2 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
5  Caution
5.1 Wind shear/turbulence may occur on short final RWY 07 and 25 when wind S-SW and N above 25 KT.
5.2 Turbulence warning available on www.ippc.no
5.3 In spoken communication from ATS, inclusive ATIS, the magnetic wind direction is stated. In written communication, METAR, SPECI, TAF, the geographical wind direction is given.
6  Remote tower
6.1 AFIS is provided from RTC Bodø (Remote Tower Centre).
6.2 Signalling lamp positioned at camera mast 250 M N of RWY.
