ENBN AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENBN AD 2.2.
2  Extended TORA/ASDA
2.1 Operators wishing to use extended TORA/ASDA beyond 1199 M must obtain permission from CAA Norway.
3  Use of parallel taxiway
3.1 Due to insufficient distance between RWY and TWY, the use of parallel TWY is not allowed when another ACFT uses extended TORA/ASDA. TWR will regulate taxiing.

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR in TIZ:
  1. Squawk 7600,

  2. Proceed via routes shown to the northern end of Svenøy and hold at 500 FT (REF ENBN Visual approach chart),

  3. Flash LDG LGT and watch TWR for visual signals.

2  Procedure in reduced visibility
2.1 RVR 800 M or less:
Emergency power supply activated to ensure reaction in 1 - one - second.
2.2 RVR 550 M or less:
Low visibility PROC not established. No ACFT operations allowed.

ENBN AD 2.23  Additional Information

1  Differences from ICAO Doc 8168 Vol II - Construction of Visual and Instrument Flight Procedures
1.1 VOR RWY 03

The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY CL less than 1400 M from THR.

2  Differences from ICAO Annex 14 SARPS
2.1 The distance between RWY CL and CL TWY Y does not fulfill the requirements for OPS with ACFT requiring more than 1199 M declared RWY distance, REF para 3.9.8.
2.2 RWY AHEAD is in use as mandatory instruction marking, REF para 5.2.16.
2.3 PLASI is used as visual approach glide slope indicator, REF para 5.3.5.4.
2.4 Simple touchdown zone lights are replaced by balked LDG guidance lights, REF para 5.3.14.
3  Special requirements for aircraft operators performing commercial transportation into Brønnøysund airport, Brønnøy
3.1 Category B - The operator shall develop a crew briefing relevant for the airport (REF ORO.FC.105).
3.2 To aid in creating a pilot briefing, additional airport information can be found here.
3.3 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF. AMC1 CAT.OP.MPA.303(e)).
3.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Approach and runway lights
4.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
4.2 The light intensity for sequenced flashing LGT to RWY 21 is adjustable in 3 stages, 10 - 30 - 100%.
4.3 The light intensity for APCH LIL is adjustable only ON/OFF.
4.4 The light intensity for APCH LIH and RWY LGT is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100%.
4.5 The light intensity for PLASI is adjustable in 4 stages, 1 - 10 - 30 - 100%.
4.6 "Balked LDG guidance lights" installed, 2 Y LGTs outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
5  Caution
5.1 Wind shear/eddies may occur when wind 120-250° above 15 KT.
