ENBR AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD may not be used by ACFT with larger code letter than E.
1.2 Except in emergency AD shall not be used by ACFT with wingspan exceeding 74 M. Avinor may grant exemptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum four weeks prior to operations.
1.3 Prior approval (”slot-time”) is mandatory in accordance with para 2.
1.4 Handling service is mandatory for all commercial flights
1.5 With the exemption of HOSP/SAR/EMERG and HEL traffic, a complete ICAO FPL is mandatory for all VFR flights to/from the aerodrome. ATC is authorized to make exemptions from this requirement.
2  Application and approval of departure- and arrival time (”slot-time”) for IFR flights
2.1  General
2.1.1 Prior approval (”slot-time”) is mandatory for all IFR flights, except:
  • aircraft using the aerodrome as alternate due to meteorological, technical or safety reasons

  • aircraft on ambulance-, search- or rescue mission

  • helicopters

2.1.2 Cancellation or intentional changes of previously coordinated flights, shall be notified as soon as possible.
2.1.3 A request for handling shall be forwarded separately directly to the handling agent.
2.1.4 A taxi time of 10 minutes (after landing and before take-off), should be used in schedule calculations.
2.2  Commercial flights with airplanes
2.2.1 Application for “slot-time” shall be submitted to Avinor Scheduling Coordinator:

2.2.2 To allow for planning, the application should be delivered well in advance. It shall be formulated in accordance with international standard (SSIM-format) and time limits.
2.2.3 Traffic rights, granted by Norwegian CAA, do not include “slot-time”-approval, and vice versa.
2.3  Other flights
2.3.1 Application for “slot-time” shall be submitted via e-mail to Aircraft Parking Office, not later than 3 hours before planned flight:

2.3.2 Application for “slot-time” shall include at least the following information:
  • date of flight

  • type of flight

  • aircraft registration

  • aircraft type

  • estimated time of arrival (ETA) to and/or estimated off-block time (EOBT) from Bergen/Flesland (UTC).

3  Allocation of aircraft parking stand
3.1 The Aircraft Parking Office allocates parking stands to all aircraft:

3.2 Allocated parking stand will be notified by TWR.
3.3 Commercial flights are normally allocated an aircraft stand on Apron N, Terminal Apron or Remote Apron S, REF AD 2 ENBR 2-3.
3.4 Non-commercial flights are normally allocated parking on other aprons than those mentioned in 3.3.
3.5 Special requests regarding parking must be notified in association with the “slot-time”-application.
4  ATC clearance
4.1 DCL
4.1.1 Datalink Departure Clearance (DCL) is available by SITA or ARINC. DCL is not available for NON RNAV 1 equipped ACFT.
4.1.2 The use of DCL is compulsory for ACFT with DCL capability.
4.1.3 DCL is available 30 MIN before EOBT until EOBT + 30 MIN.
4.1.4 When programming the FMS, pilots shall ensure that SID and RWY for departure are in accordance with received clearance. In the event of doubts or system related problems, procedures according to AD 2.20 para 4.2 shall be followed.
4.1.5 RMK/FREE TEXT field in the request message is not read by ATC.
4.1.6 "Revert to voice" should be expected:
  1. If clearance via DCL is not accepted within 5 MIN.

  2. In case of request message outside the time window indicated in para 4.1.3.

  3. If the ACFT type in the request message does not correspond to ICAO FPL.

  4. In case of technical failure.

4.1.7 When receiving "Revert to voice", clearance shall be obtained by Flesland Delivery, REF AD 2.20 para 4.2.
4.1.8 A clearance received by VHF communication always overrides a clearance received by DCL.
4.2 Clearance Obtained by VHF
4.2.1 Departing IFR flights unable to utilize DCL shall contact Flesland Delivery to obtain ATC clearance. Specify stand number at first call. ATC clearance may be requested at the earliest 30 MIN prior to Estimated Off-Block Time (EOBT). Listening watch shall be maintained on current delivery FREQ if no instruction of FREQ change has been given by Flesland Delivery.
4.2.2 Request for start-up shall be made to Flesland Delivery when ACFT is ready for start-up / push-back (doors CLSD and tug connected).
5  Start-up
5.1 Approval for start-up (for departure) shall be obtained from TWR.
5.2 When start-up approval is received, the start-up shall commence immediately.
6  Pushback
6.1 Approval for pushback shall be obtained from TWR.
6.2 Use of aircraft engines to move backwards (power back) is prohibited on aprons.
6.3 Pushback shall be performed in accordance with local procedures, published in “Pushback Manual, Bergen Lufthavn, Flesland”.
7  De-icing
7.1 De-icing shall be ordered via handling agent, or directly from one of the de-icing operators:

7.2 Aircraft code D, or smaller, shall be de-iced at the de-icing platform, REF AD 2 ENBR 2-5.

The following code E aircraft shall also be de-iced at the de-icing platform:

  • A342/A343

  • B741/B742/B743

  • B772

  • B788/B789

  • IL96

7.3 Aircraft code E not mentioned above, and aircraft code F, shall be de-iced at stand 1.
7.4 Operations on the de-icing platform are coordinated by DE-ICE leader, FREQ 131.900 MHZ, call sign “DE-ICE”.
7.5 Anti-icing is allowed on ACFT parking stands 10-48.
7.6 Aircraft requiring de-icing shall inform TWR before start-up. The information must be given via RTF (not via DCL).
7.7 Aircraft shall enter the DE-ICE platform from TWY W with the nose facing east.

(When stand 81 to 84 are used for parking, aircraft shall be parked facing west.)

8  Reduced runway separation
8.1 Reduced runway separation may be applied between CAT 1 and 2 aircraft, in accordance with AD 1.1 para 8.
8.2 Minimum separation for RWY 17 and RWY 35:
8.2.1 Between a landing CAT 1 aircraft and a preceding CAT 1 or 2 aircraft: 600 M
8.2.2 Between a landing CAT 2 aircraft and a preceding CAT 1 or 2 aircraft: 1500 M
8.2.3 Between a departing CAT 1 aircraft and a preceding CAT 1 or 2 aircraft: 600 M
8.2.4 Between a departing CAT 2 aircraft and a preceding CAT 1 or 2 aircraft: 1500 M
9  Wake turbulence separation minima for departures from TWY A2 and A8
9.1 Regarding wake turbulence separation minima, a take-off from TWY A2 on RWY 17, and from TWY A8 on RWY 35, is not considered to be a departure from an intermediate part of the runway, REF ICAO DOC 4444, para 5.8.3.2.
9.2 TWR will apply minimum 2 MIN separation between a LIGHT aircraft taking off from A2/A8 behind a MEDIUM aircraft taking off from A1/A9.
10  Compulsory two-way radio communication
10.1 Aircraft and vehicles shall establish and maintain two-way radio communication with TWR, and obtain clearance, before any motion within the area defined as manoeuvring area, REF AD 2 ENBR 2-3.
10.2 Aircraft, including aircraft being towed, shall establish and maintain two-way radio communication with TWR before any motion within the following areas:
  1. Terminal Apron

  2. Apron N

  3. The de-icing platform, i.e. TWY J, TWY U and TWY B west of TWY U.

11  FPL route for IFR departures

13.3 Aviation Fuelling Services Norway (AFSN) only accepts Shell carnet and Fuel & Fly cards.

ENBR AD 2.21  Noise abatement procedures

1  General

The following noise abatement procedures are mandatory unless otherwise instructed by ATC or unless deviations are required in the interests of safety.

Instructions which will imply deviations from the noise abatement procedures will include the phrase “DISREGARD NOISE ABATEMENT”.

2  Approach/Landing
2.1 Visual approach

Aeroplanes with MTOM more than 7000 KG making a visual approach, shall join final at or above 2000 FT AMSL and descend below PAPI glide path shall not be executed, REF Visual Approach Chart – ICAO, RWY 17 and 35 (AD 2 ENBR 6-3 and 6-4).

2.2 VFR APCH with fighter ACFT

Fighter ACFT shall adhere to the following VFR-traffic pattern:
Approaches to be made along a line APRX 10 DEG west of extended runway centre line, with IP (initial point) RWY 17 at Håkonshella, and IP RWY 35 at Bjelkarøy/Buarøy.
Both IPs at 1500 FT AMSL. Circling to be made west of AD.

3  Take-off/climb-out

The following departure procedures is mandatory for aeroplanes with MTOM more than 7000 KG:

Climb straight ahead. Turn to the west can be started at 1500 FT AMSL. Turn to the east can be started at 2000 FT AMSL.

Note: Departure tracks are incorporated in SID.

4  School and training flights

School and training flights (i.e. landing circuits VFR and IFR) are prohibited 2100 – 0600 (2000 – 0500), and SUN/HOL 0600 – 1200 (0500 – 1100).

5  Engine testing area
5.1 As far as possible, engine testing shall be avoided in the period 2100 – 0600 (2000 – 0500).
5.2 Testing of helicopter engines, and of aeroplane engines on idle power, may take place at locations suitable for the operator, e.g. on aircraft stands, outside hangar, etc. The activity may take place without information to TWR.
5.3 Testing of aeroplane engines with more power than idle, shall take place at one of the following areas:
  1. On the northern end of TWY Y, by TWY A1

  2. On the southern end of TWY Y, by TWY A9

The aeroplane shall be positioned with nose to the south or to the north, and the fuselage parallel to TWY Y.

Which area to be used, depends on RWY in use, and is determined by the TWR. The areas are located on the manoeuvring area and clearance shall be obtained from TWR.

ENBR AD 2.22  Flight Procedures

1  Arrival procedures IFR
1.1 The procedures for standard instrument arrival (STAR) are based on RNAV 1 using GNSS sensor (indicated as PBN/D1, D2, O1 or O2, in FPL field 18).

An aeroplane without approval for RNAV 1 based on GNSS, will be vectored to final, or cleared/vectored to a point from where approach can be made.

1.2 ENBR STAR is based on Point Merge System (PMS) and accommodates Basic Continuous Descent Operations (B-CDO).
Each STAR contains segments forming a curved sequencing leg equidistant from the Merge Point (MP). The sequencing leg shall be regarded as a delay manoeuvre for use during periods with heavy traffic. All STAR procedures are described from the start point via intermediate waypoints to the MP, from where an instrument approach procedure commences.
Arriving aircraft established on the STAR can expect clearance direct to MP when traffic permits. Succeeding aircraft will subsequently be cleared direct to MP when sufficient spacing to preceding aircraft is obtained.
Hence, a precise sequencing can be achieved whilst the aircraft maintain own navigation (LNAV).
When cleared direct to MP and also having received an instrument approach clearance, the aircraft shall follow the transition from MP to final as stated in the relevant instrument approach procedure.
1.3 ENBR Merge Points (MP) NEPAM, GILVA, RIVIP, GODID
2  Departure procedures IFR
2.1 The procedures for standard instrument departure (SID) are based on RNAV 1 using GNSS sensor (indicated as PBN/D1, D2, O1 or O2, in FPL field 18).

An aeroplane without approval for RNAV 1 based on GNSS, will be cleared via OMNI-DIRECTIONAL DEPARTURE. After departure the aeroplane will be cleared or vectored to a point from where the flight can continue in accordance with the flight plan.

2.2 SSR transponder failure

An aeroplane not visible on ATC surveillance equipment after departure, will not be allowed to continue its flight in accordance with the flight plan. The aeroplane will be cleared to a holding pattern, and instructed to hold until the situation allows a return to the airport.

The following holding patterns will be used, corresponding to RWY in use:

RWY 17: BENTI HLDG
RWY 35: LELMI HLDG

3  Operations under limited visibility conditions (RAVP)
3.1 Ground traffic is monitored by SMR in reduced visibility.
3.2 Operations under limited visibility conditions (RAVP) is available for RWY 17/35 as long as the necessary aids are available.
3.3 RAVP is normally prepared by ATC when RVR is less than 2000 M or ceiling is less than 300 FT, in preparation of LVP. (LVP will be in operation at the latest when RVR is 550 M, REF para 4.1.)
3.4 During RAVP, ATC will limited the number of ACFT operating on the manoeuvring area at the same time to what is considered safe during the circumstances.
4  Low visibility procedures (LVP)
4.1 Ground traffic is monitored by SMR in reduced visibility.
4.2 LVP will normally be in operation when RVR is less than or equal to 750 M, and at the latest when RVR is 550 M, or ceiling is less than or equal to 250 FT.
4.3 Pilots will be informed via ATIS or RTF when LVP is in operation.
4.4 Permitted operations:
  • ILS CAT II approach RWY 17 when RVR is above or equal to 300 M.

  • LVTO Fixed Wing RWY 17/35 when RVR is above or equal to 150 M.

  • LVTO HELI when RVR is above or equal to 400 M.

Note: No operations permitted at RVR below 150 M.

4.5 The stop bars at RWY holding positions will be used. All traffic shall stop and wait short of an illuminated stop bar until the stop bar is switched off and clearance to continue is received via RTF from ATC. In case of stop bar failure, REF para 4.10.
4.6 When RVR below 550 M, selected stop bars and illuminated intermediate holding positions are operated.
4.7 When RVR less than or equal to 400 M, aircraft parked at stands not approved for CAT II operations shall be repositioned to stands approved for CAT II operations (Stand 15-20 and 23-28) by towing and the use of follow-me vehicle.
4.8 When RVR below 400 M available RWY entries/exits are limited to:

RWY 17: RWY entry via A1 / RWY exit via A9

Note: A7 AVBL for RWY exit on ATC discretion

RWY 35: RWY entry via A9 / -

TWY LGT on other RWY entries/exits will be switched off.

4.9 Pilots are to delay the report “RWY vacated” until the ACFT has completely passed the end of the green/yellow coloured TWY CL LGT.
4.10 In case an aircraft (or other traffic) has to cross an illuminated stop bar, the following applies:
  • The aircraft has to be visible for the TWR, either visually or by surface movement radar.

  • The following phraseology will be used to describe that the stop bar is U/S, that the ATC cannot turn off the lights, and that crossing of an illuminated stop bar is approved:
    “Call sign” STOPBAR OUT OF SERVICE. I AM NOT ABLE TO TURN OF THE LIGHTS. CROSSING APPROVED VIA
    “TWY in use”, LINE UP “RWY in use”.

  • If a pilot requests confirmation that the illuminated stop bar can be crossed, the request will be answered with “AFFIRM” and not a clearance to do so.

5  Arrival speed
5.1 Unless otherwise instructed by ATC, ACFT on instrument approach shall maintain MNM 160 KT IAS to 4 NM from THR. Inform ATC if unable to comply.
6  Visual approach from the east
6.1 VFR operations may occur in uncontrolled airspace below TMA, especially above the city of Bergen and Os/Ulven. After descent clearance is received, visual approaches from the east should maintain MNM 2500 FT until passing these points.
7  School and training flights (IFR/VFR)
7.1 IFR training flights within Flesland TMA and/or CTR shall be approved by ATC in advance. Request shall be made to ATC Supervisor on TEL (+47) 67 03 11 80 or email brsup@avinor.no.
7.2 Touch-and-go traffic and instrument approach training will only be permitted during periods with low traffic.
8  Photo and survey flights
8.1 Flights operating on photo and survey missions in Flesland TMA and/or CTR, shall be coordinated with ATC in advance.
8.2 The pilot-in-command of such flights shall contact ATC Supervisor on TEL (+47) 67 03 11 80 or email brsup@avinor.no, not later than 1500 (1400) the day before planned operations. For flights planned on Saturday or Sunday, the deadline is 1500 (1400) on Friday. Map, HRS of operations and call sign for the specific day’s operation shall be presented.
9  FRA Connecting Routes
9.1 FRA Connecting Routes are established between SID final waypoint and FRA Departure Connecting Point,

ENBR AD 2.23  Additional Information

1  General
1.1 ENBR has heavy helicopter traffic to installations in the North Sea. The helicopters use both RWY and TWY Y for departure and landing. Simultaneous use of TWY Y and RWY is done in accordance with local separation procedures.

The helicopters will partly follow the same instrument approach procedures as other aircraft, hence delays will often be encountered.

2  International Health Regulations (IHR)
2.1 The airport is designated as IHR airport, REF GEN 1.3, item 4
3  Differences from ICAO Annex 14 SARPS - Aerodromes
3.1 Longitudinal slope on the northern part of RWY is steeper than prescribed, REF para 3.1.13.
3.2 There is not an unobstructed line of sight between any point 3 M above the RWY to all other points 3 M above the RWY within a distance of at least half the RWY length, REF para 3.1.7.
3.3 The transition between longitudinal slopes are on parts of RWY shorter than prescribed, REF para 3.1.18.
3.4 Antennas and instrument cabins constitute obstacles on the ungraded part of strip, REF para 3.4.6 and ch. 9.9.
3.5 Longitudinal slopes on the strip are some places steeper than prescribed, REF para 3.4.13.
3.6 Transverse slopes on the strip are some places steeper than prescribed, REF para 3.4.15.
3.7 The distance between TWY Y and TWY W is less than prescribed, REF para 3.9.8.

7.1 Hang- and paragliding activity may occur NE of AD outside controlled airspace below Flesland TMA, especially at Ulriken (close to Bergen city) and Unneland, REF AD 2 ENBR 6-1, 6-2, 6-3 and 6-4.
8  Approach and runway lights
8.1 The light intensity for SFL is adjustable in 3 stages, intensity 3 - 10 - 100%, REF AD 1.1.
8.2 The light intensity for APCH and PAPI LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100%, REF AD 1.1.
8.3 The light intensity for THR, RWY CL, RWY end and RWY edge LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100%, REF AD 1.1.
