ENBS AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Procedure in reduced visibility
1.1 Airport marking and light REF AD 2.9 and 2.14
1.2 RVR 800 M or less: Secondary power supply activated to ensure reaction in 1 SEC.
1.3 RVR 550 M or less: No ACFT movements on the manoeuvring area allowed.
2  Radio communication failure
2.1 If experiencing radio communication failure flying VFR in TIZ:
  1. Squawk 7600,

  2. Hold 1NM SE of TWR at 1500 FT,

  3. Flash LDG LGT,

  4. Watch TWR for visual signals.

ENBS AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes on runway are steeper than prescribed, REF para 3.1.19.
1.2 Slopes on outer parts of runway strips are in some areas steeper than prescribed, REF para 3.4.13 and 3.4.15.
1.3 RESA for undershoot is shorter than prescribed, REF para 3.5.1 and AD 2.12.
1.4 Longitudinal slopes on TWY B are steeper than prescribed, REF para 3.9.9.
1.5 Aiming point not located as prescribed, REF para 5.2.5.3.
1.6 RWY AHEAD is still in use as a mandatory instruction marking, REF para 5.2.16.
1.7 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14.
2  Special requirements for aircraft operators performing commercial transportation into Båtsfjord airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
2.2 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.3 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Caution
3.1 Wind shear/down drafts/turbulence may occur on final approach to RWY 21 when wind from WNW.
3.2 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
4  Approach and runway lights
4.1 «Balked LDG guidance lights» installed, 2 Y LGT outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4.2 Two groups of 3 red LGT installed flush with surface at each RWY end, 60 M S of THR 21 and 105 M N of THR 03. These lights should not be perceived as stop bar lights. For full RWY length, continue to the turn pad at each end before making a U-turn and commencing take-off.
4.3 The light intensity for APAPI is adjustable in 5 stages,
1 - 5 - 10 - 30 - 100 %
5  Miscellaneous
5.1 If performing aircraft engines testing when other local traffic is present, the testing shall take place at aircraft stand 4, with air stream directed SW. If no other traffic present engine testing may take place at runway thresholds.
