ENCN AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 48 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENCN AD 2.2.
1.4 Due to limitations in number of ACFT parking stands for ACFT that requires AD reference code D, approval from AD ADMIN is required prior to flight.
2  Parking and pushback procedure
2.1 Nose-in parking and pushback procedure are mandatory for all ACFT with reference code C/D or larger, parked on ACFT-stands on the apron.
  1. Approval for pushback shall be obtained from TWR.

  2. When the pilot has received approval for pushback, the pushback shall commence immediately.

3  En-route clearance
3.1 Departing IFR flights shall contact “Kjevik TWR” to obtain ATC clearance. Specify stand number. Listening watch shall thereafter, be maintained on “Kjevik TWR”.
4  Start-up
4.1 Approval of start-up shall be obtained from TWR. Start-up for other activity than flying may be done without approval.
4.2 Request for approval for start-up shall include the following:
  1. Aircraft position.

  2. Code letter for received ATIS broadcast.

  3. Request for de-icing.

  4. Request for departure from a position other than THR

5  De-icing of ACFT
5.1 De-icing only permitted on de-icing platform, REF AD 2 ENCN Aerodrome Chart. Anti ice/frost prevention may be executed on apron.
5.2 Aircraft with reference code D shall be escorted by follow-me vehicle to de-icing platform.
5.3 Report if the ACFT needs de-icing during initial contact with ATC. Contact the de-icing coordinator after clearance for pushback has been obtained.

Wideroe Ground Handling: 121.780 MHZ

Aviator: 131.750 MHZ

5.4 The de-icing platform is outside of the manoeuvring area. Pilots are reminded to exercise special caution when taxiing to avoid danger to vehicles and persons involved in aircraft de-icing.
5.5 De-icing is completed when a message including the aircraft call-sign, details about the de-icing and the phrase “Equipment removed” is received from the de-ice coordinator via RTF. The ACFT shall not be moved until “all clear signal” (thumbs up) is given from ground crew and taxi instructions are received from ATC.
5.6 Listening watch on “Kjevik TWR” is to be maintained during de-icing. Request for taxi instructions shall also be forwarded to “Kjevik TWR”.

ENCN AD 2.21  Noise abatement procedures

Noise Abatement Procedures

The following noise abatement procedures are mandatory for jet and multi-engined aircraft unless otherwise instructed by ATC or unless deviations are necessary in the interest of safety.

1  General
1.1 Aircraft making visual approach to or visual climb out from the airport, shall to the extent possible avoid flying over densely populated areas.
2  Approach/landing
2.1 Aircraft making visual approach to RWY 03 or RWY 21 shall not fly below the ILS glide path or PAPI glide slope when on visual approach below 1500 FT.
3  Departure/climb-out
3.1 After take-off on RWY 03 aircraft shall climb straight ahead to 1000 FT before a turn to desired/cleared track may be initiated.
3.2 After take-off on RWY 21 aircraft shall climb straight ahead to 700 FT. From this altitude continue climb on 200 degrees till reaching 3000 FT before initiating a turn to desired/cleared track.
4  APU
4.1 The use of APU shall not exceed 10 MIN prior to departure and 5 MIN after arrival.

ENCN AD 2.22  Flight Procedures

1  Radio communication failure
1.1 If experiencing radio communication failure when flying VFR in CTR:
  1. Squawk 7600

  2. If able, call TWR TEL (+47) 670 30 352

  3. Follow the routes or the track and altitude as cleared and proceed to HLDG “RCF E” (1 NM E of RWY) or to HLDG “RCF W” (1 NM W of RWY)

  4. Watch TWR for visual signals

Note: Be advised of mast (1011 FT) between Ålefjær and Greipstad.

2  Low visibility procedures (LVP)
2.1 Aerodrome marking and lighting details, REF table 2.9 and 2.14, and AD 2 ENCN Aerodrome Chart.
2.2 RVR 800 M or less:
Emergency power supply activated to ensure reaction in 1 - one - second.
2.3 RVR 550 M or less:
LVP activated: 1 - one - ACFT on the manoeuvring area at the same time. No vehicles are allowed on the manoeuvring area except for "follow-me" and RVR services as instructed by ATC.
2.4 RVR 400 M or less:
No ACFT operations allowed.
3  De-icing/taxiing restrictions
3.1 When de-icing in progress, passing of the de-icing area is not allowed when CAT C and D ACFT combined are involved.
4  Limitations
4.1 When TWR and APP SER are provided from the same work station, limited possibilities for radar vectoring will be available.

ENCN AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 The ungraded part of the RWY strip contains obstacles such as antennas, instrument cabins, transformer cabins, buildings and fence, REF para 3.4.6 and ch. 9.9.
1.2 Longitudinal slope on parts of RWY strip is steeper than required, REF para 3.4.13.
1.3 Transverse slope on parts of RWY strip is steeper than required, REF para 3.4.15.
1.4 Undershoot RESA RWY 03/21 are shorter than specified, REF para 3.5.3.
1.5 RESA RWY 03 is 95 M long and the width of the last 65 M is reduced by 0 - 22 M. RESA RWY 21 is 110 M long and the width of the last 20 M is reduced by 0 - 10 M.
REF para 3.5.4, 3.5.5 and 3.5.6.
1.6 Mast and terrain at Lauvåsen, approximately 2000 M from THR RWY 21, penetrate PAPI RWY 21 obstacle protection surface. The mast is outside the visible sector of PAPI RWY 21, REF para 5.3.5.34.
1.7 RWY AHEAD is used as mandatory instruction marking, REF para 5.2.16.
1.8 THR LGT consist of wing bars only, REF para 5.3.10.5.
1.9 RWY end LGT consist of wing bars only, REF para 5.3.11.3.
1.10 Two white lights are located at the upwind edge of the final TDZ marking, REF para 5.3.14.2.
2  Caution
2.1 Moderate turbulence/wind shear may occur on approach RWY 03 and 21; wind 270 - 030 DEG / 15 KT or more.
2.2 Moderate, occasionally severe turbulence, may occur on final RWY 03 and 21; wind 300 - 360 DEG / 30 KT or more.
3  Engineered material arresting system (EMAS)
3.1 EMAS has been installed at both ends of the RWY at Kristiansand airport, Kjevik to arrest ACFT overshooting the RWY. EMAS consists of a bed of customised cellular cement material, designed to give way under the weight of an aircraft, thus providing a predictable and controlled deceleration.
3.2 EMAS RWY 03 is 91 x 52 M and EMAS RWY 21 is 88 x 52 M. The EMAS bed is designed to stop a runway excursion with B737-800 at 70 KT.
3.3 If a runway excursion seems inevitable, try to keep the aircraft parallel to the runway centre line. Turn shall be avoided if possible.
4  Approach and runway lights
4.1 The light intensity for high intensity APCH LGT is adjustable in 5 stages, intensity 0,3 - 1 - 10 - 30 - 100 %, REF AD 1.1.
4.2 The light intensity for THR, aiming point, RWY edge, RWY CL, and RWY end LGT is adjustable in 5 stages, intensity 0,3 - 1 - 10 - 30 - 100 %, REF AD 1.1.
4.3 The light intensity for PAPI LGT is adjustable in 5 stages, intensity 0,3 - 1 - 10 - 30 - 100 %, REF AD 1.1.
