ENFL AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by civil or military ACFT with wingspan exceeding 28 M. Based on an Approach and Departure Risk Assessment, additional permissions may be granted. Request must be submitted to AD minimum 8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor operating in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except between 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF AD 2.2.

ENFL AD 2.22  Flight Procedures

1  General
1.1 Use of AD is limited to those periods when air traffic services are provided.
1.2 When air traffic service is provided, AFIS is to be informed before ACFT starting up.
2  Radio communication failure
2.1 If experiencing radio communication failure flying VFR in TIZ:
  1. Squawk 7600,

  2. Hold 1NM S of AD (Andalskjæra light) at 500 FT,

  3. Flash LDG LGT,

  4. Watch TWR for visual signals

3  Procedure in reduced visibility
3.1 At RVR 800 M or less the emergency power supply will be started to ensure activation within one second.
3.2 RVR 550 M or less:
No ACFT operations will be allowed.
4  Fixed wing aircraft operations in formation
4.1 When flying in a formation, only one ACFT is allowed to land at the time.

1  Differences from ICAO Annex 14 SARPS
1.1 Slopes on parts of west end RESA are steeper than prescribed. REF para 3.4.13 and 3.4.15
1.2 Longitudinal slope on TWY A is steeper than prescribed. REF para 3.9.9
1.3 Terrain penetrates TWY G’s strip. REF para 3.11.3
1.4 Aiming point RWY 25 is 150 M after THR. REF para 5.2.5.3
1.5 RWY AHEAD used as compulsory instruction marking. REF para 5.2.16

2  Special requirements for aircraft operators performing commercial transportation into Florø airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
2.2 The aircraft operator shall stipulate special limitations with regard to surface wind.
2.3 The aircraft operator shall stipulate special requirements with regard to runway status.
2.4 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.5 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
3.3 The light intensity for APAPI is adjustable in 5 stages,
1 - 5 - 10 - 30 - 100 %.
4  Caution
4.1 Turbulence may occur on short final RWY 25 at NW to NNE winds, 320-010 DEG, above 12 KT.
4.2 Deer, fox and small game may enter AD.
4.3 No OBST LGT in MET sensor mast, PSN 30 M FM RCL / next to APAPI RWY 07, due to possible confusion with APAPI visual signal.
