ENHF AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENHF AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6.
3  Fuelling
3.1 Only VISA and Mastercard accepted.
3.2 Hot refuelling not AVBL except for SAR HELI. For MIL OPER, contact MIL WING OPS.

1  Operations under limited visibility conditions
1.1 Aerodrome marking and lighting details, table 2.9 and 2.14, and AD 2 ENHF 2-1 REF.
1.2 RVR 800 M or less:
  1. Secondary power supply activated to ensure reaction in
    1 - one - second.

1.3 RVR 550 M or less: no movements allowed.
2  Radio communication failure
2.1 If experiencing radio communication failure flying VFR in TIZ:
  1. Squawk 7600,

  2. Hold 1 NM S of THR RWY 04 at 1200 FT,

  3. Flash LDG LGT and watch TWR for visual signals.

ENHF AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes exceeds prescribed values on outermost parts of RWY, REF para 3.1.19.
1.2 Strip contains obstacles (ACFT on stands), REF para 3.4.6 and 9.9.
1.3 Slopes on strip partly exceeds prescribed values, REF para 3.4.13 and 3.4.15.
1.4 Longitudinal slopes on TWY E exceeds prescribed values, REF para 3.9.9.
1.5 LGT masts by road 450 E of THR RWY 22 and vehicles on the road penetrate approach surface. REF para 4.2.18.
1.6 Aiming points located 150 M from THR, REF para 5.2.5.3.
1.7 RWY AHEAD is still in use as a mandatory instruction marking. REF para 5.2.16.
1.8 PLASI in use as visual glide slope indicator, REF para 5.3.5.4.
1.9 RWY end lights wing bars REF para 5.3.11.3.
1.10 Some terrain are without obstacle light: Vedhammeren, Gammevarri, Kvalfjordtinden and Salen.
1.11 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14.
2  Special requirements for aircraft operators performing commercial transportation into Hammerfest airport
2.1 The aircraft operator shall establish crew qualification requirements; route and aerodrome competence qualification according to EASA AMC1 ORO.FC.105. The qualification shall be as required for aerodrome category C.
2.2 The aircraft operator shall stipulate special limitations with regard to upper wind.
2.3 The aircraft operator shall stipulate special limitations with regard to surface wind.
2.4 The aircraft operator shall stipulate special requirements with regard to runway status.
2.5 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.6 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.7 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 Flashing W LGT NE of AD, 466 FT, turned off while sequenced flashing LGT RWY 22 are on.
3.3 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4  Caution
4.1 Turbulence, wind shear and downdraft may occur on final to
RWY 04 and RWY 22 with wind from W-NE and S-SE more than 15 KT. Severe turbulence may occur on short final to both runways with wind from W-N more than 20 KT.
4.2 Turbulence warning available at www.ippc.no.
4.3 Large concentrations of seagulls may occur during summer season, mainly N of RWY
4.4 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
