ENHK AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 –0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENHK AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR in TIZ, REF ENHK chart "Visual Approach Chart - ICAO":
  1. Squawk 7600,

  2. Hold 1 NM N of the terminal at 1500 FT,

  3. Flash LDG LGT,

  4. Look for light signals from camera mast 50 M N of the terminal.

2  Procedure in reduced visibility
2.1 Markings and lights; Ref. AD 2.9, AD 2.14 and AD 2 ENHK 2-1
2.2 RVR 800 M or less;
  1. Secondary power supply activated to ensure reaction in
    1 - one - second.

  2. Only 1 - one - aircraft allowed on the manoeuvring area at the time. No vehicles allowed on the manoeuvring area except for follow-me service and RVR measuring.

2.3 RVR 550 M or less;
  1. LVP not established.No aircraft movements allowed.

ENHK AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes on outermost parts of RWY are steeper than prescribed, REF para 3.1.19.
1.2 Strip contains obstacles such as ACFT on stands, instrument cabin and part of AD fence, REF para 3.4.6 and 9.9.
1.3 Slopes on strip are at some points steeper than prescribed, REF para 3.4.13, 3.4.15 and 3.4.16.
1.4 Undershoot RESA for both RWY are shorter than prescribed, REF para 3.5.3.
1.5 Distance between TWY A and B is less than prescribed minimum separation distance, REF para 3.9.7.
1.6 Aiming points are located 150 m from THR, REF para 5.2.5.3.
1.7 RWY AHEAD is used as mandatory instruction marking, REF para 5.2.16.
1.8 PLASI is used as visual glide slope indicator, REF para 5.3.5.4.
1.9 PLASI obstacle free surface is penetrated by vehicles higher than 3,6 M on crossing road, 120 m in front of THR 29, REF para 5.3.5.44.
1.10 Runway end lights consists of wing bars only, REF para 5.3.11.3.
1.11 Runway holding position signs are not illuminated as prescribed, REF para 5.4.1.7.
1.12 Simple touchdown zone lights are replaced by balked LDG guidance lights, REF para 5.3.14.
2  Differences from ICAO Doc 8168 Vol II - Construction of Visual and Instrument Flight Procedures
2.1 NDB RWY 29:

The procedure does not comply with PANS-OPS criteria for
straight-in approach. Final approach course intersects the extended RWY CL less than 1400 M from THR.

2.2 NDB RWY 11:

The procedure does not comply with PANS-OPS criteria for
straight-in approach. Final approach course passes more than 150 M from the extended RWY CL when 1400 M from THR.

3  Approach and runway lights
3.1 APHG LGT and lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4  Special requirements for operators performing commercial transportation into Hasvik airport
4.1 The operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC 1.ORO.FC.105).
4.2 Operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
4.3 The operator shall stipulate special limitations with regard to surface wind.
4.4 The operator shall stipulate special requirements with regard to runway status.
4.5 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
5  Caution
5.1 Large bird concentrations (seagulls) may occur on and near the AD during March - November, especially close to extended RCL.
5.2 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
