ENHV AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Other exceptions will not be granted.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENHV AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6
3  Engine testing area
3.1 Engine testing above idle are performed at RWY end / turning pad RWY 08/26, depending on RWY-in-use.
3.2 RWY will be CLSD via NOTAM when aircraft ground runs are performed, but will open on short notice for HOSP/SAR/EMERG.

1  Landing with helicopter
1.1 Landing with helicopter is only permitted on RWY E of TWY A.
2  Radio communication failure
2.1 If experiencing radio communication failure flying VFR in TIZ, REF AD 2 ENHV Visual Approach Chart6 - 1 VAC:
  1. Squawk 7600

  2. Enter holding maintaining 500FT (right hand circuits)

  3. Flash LDG LGT

  4. Watch TWR for visual signals

3  Operations under limited visibility conditions
3.1 Aerodrome marking and lighting details, table 2.9 and 2.14, and AD 2 ENHV Aerodrome Chart2-1.
3.2 RVR 800 M or less:
Due to insufficient back-up power no departures are allowed.
3.3 In weather conditions where HLDG PSN markings are not visible, or have reduced visibility, only one ACFT movement on the manoeuvring area will be allowed at one time.
3.4 RVR 550 M or less:
LVP not established. No aircraft operations allowed.

ENHV AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes exceeds prescribed values on parts of RWY, REF para 3.1.19.
1.2 Strip contains obstacles (ACFT on stands), REF para 3.4.6 and 9.9, and ADC.
1.3 Slopes on strip and RESA partly exceeds prescribed values, REF para 3.4.13, 3.4.15, 3.5.9 and 3.5.10.
1.4 Undershoot RESA both RWY are shorter than prescribed, REF para 3.5.8.
1.5 Surface on outermost part of overrun RESA RWY 26 rougher than prescribed, REF para 3.5.8.
1.6 Longitudinal slopes on TWY A exceeds prescribed values, REF para 3.9.9.
1.7 Aiming points are located 150 M from THR, REF para 5.2.5.3.
1.8 RWY AHEAD is in use as mandatory instruction marking, REF para 5.2.16.
1.9 Visual slope obstacle protection surface are penetrated by terrain and usage restrictions applies, REF para 5.3.5.45 and AD 2.14.
1.10 RWY end LGT are provided by wing bars, REF para 5.3.11.3.
1.11 RWY holding position signs are not illuminated as prescribed, REF para 5.4.1.7.

2  Approach and runway lights
2.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
2.2 The light intensity for high intensity APCH LGT is adjustable in
5 stages, intensity 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
2.3 The light intensity for low intensity APCH LGT is not adjustable, can only be turned on or off.
2.4 The light intensity for sequenced flashing LGT is adjustable in
3 stages, intensity 3 - 10 - 100 %.
2.5 The light intensity for PLASI LGT is adjustable in 5 stages,
intensity 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
2.6 The light intensity for THR, RWY edge, RWY CL and RWY end LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100 %,
REF AD 1.1.
2.7 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
3  Special requirements for aircraft operators performing commercial transportation into Honningsvåg airport
3.1 The aircraft operator shall stipulate the Commanders route and aerodrome competence qualification as prescribed in EASA AMC1 ORO.FC.105 and as a minimum fulfil the requirements for a Category C aerodrome.
3.2 The aircraft operator shall stipulate special limitations with regard to upper wind.
3.3 The aircraft operator shall stipulate special limitations with regard to surface wind.
3.4 The aircraft operator shall stipulate special requirements with regard to runway status.
3.5 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
3.6 The aircraft operator shall prepare departure procedures, take-off minima and performance calculations.
3.7 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Caution
4.1 Down slope from THR RWY 26 to THR RWY 08 is 22 FT.
4.2 Turbulence/wind shear/down draft may occur on final RWY 08 and RWY 26.
Moderate, occasionally severe turbulence may occur on short final RWY 08 and RWY 26 with wind 140°- 200° / 20 KT or more.
Moderate, occasionally severe, turbulence may occur on short final RWY 08 and RWY 26 with variable wind 15 KT or more.
4.3 Turbulence warning available at www.ippc.no.
4.4 In voice communication from ATS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS and written MET information.
5  Miscellaneous
5.1 During summer season large bird concentrations W and E of AD may cause bird collision hazards.
5.2 During summer season reindeer may occur close to and on AD.
