ENKB AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 36 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 –0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENKB AD 2.2.

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR in CTR (REF AD 2 ENKB Visual Approach Chart):
  1. Squawk 7600,

  2. If able, call TWR on +47 67 03 23 87+47 67 03 23 87,

  3. Proceed via routes shown on AD 2 ENKB VAC to HLDG
    - 0.5 NM N of AD or
    - 0.5 NM S of AD,

  4. Watch TWR for visual signals.

2  Low visibility procedure (LVP)
2.1 Aerodrome marking and lights:
REF AD 2.9, 2.14 and AD 2 ENKB Aerodrome Chart2-1.
2.2 RVR 800 M or less:
Emergency power supply activated to ensure reaction in 1 - one - second.
2.3 RVR 550 M or less:
LVP is not established, no ACFT movements allowed.

ENKB AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Slopes on runway shoulder between TWY B and C are steeper than prescribed, REF para 3.2.4.
1.2 Strip contains obstacles, i.e. antennas, light masts, instrument cabin and ACFT on stands, REF para 3.4.6 and 9.9.
1.3 Slopes on outer parts of runway strip are in some areas steeper than prescribed, REF para 3.4.13 and 3.4.15.
1.4 Reduced RESA for undershoot, REF para 3.5.3.
1.5 Parts of the apron lie within the OLS for a precision approach RWY, code 4. ACFT on apron constitute obstacles, REF para 4.2.13.
1.6 Floodlighting on outer parts of helicopter stands / GA apron is not in accordance with the specifications, REF para 5.3.24.4.
1.7 Taxiway location sign on TWY A and B are not located in accordance with the specifications, REF para 5.4.3.21.
1.8 “RWY AHEAD” is still used as a mandatory instruction marking, REF para 5.2.16.
2  Differences from ICAO DOC 8168 VOL II - Construction of Visual and Instrument Flight Procedures
2.1 RNAV(GNSS) RWY 07
A flat part is not present in the intermediate approach segment.
3  Special requirements for aircraft operators performing commercial transportation into Kristiansund/Kvernberget airport
3.1 Category B - The operator shall develop a crew briefing relevant for the airport (REF ORO.FC.105).
3.2 To aid in creating a pilot briefing, additional airport information can be found here: https://avinor.no/en/ais/pilot-briefing/.
3.3 The operator shall evaluate the need for setting special wind restriction regarding wind measured at the elevated terrain position listed in AIP AD.
3.4 The operator shall evaluate the need for setting special crosswind and/or tailwind limits based on AIP specified runway/strip/ RESA conditions.
3.5 The operator shall evaluate the need for setting a restrictive lower limit for runway status (RWYCC) based on AIP specified runway/strip/ RESA conditions.
3.6 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF. AMC1 CAT.OP.MPA.303(e)).
3.7 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Approach and runway lights
4.1 The light intensity for high intensity APCH LGT is adjustable in 6 stages, intensity 0.3 - 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
4.2 The light intensity for low intensity APCH LGT is not adjustable.
4.3 The light intensity for Sequenced Flashing Light is adjustable in 3 stages, intensity 10 - 30 - 100 %.
4.4 The light intensity for PAPI, RWY edge, RWY CL and THR LGT is adjustable in 6 stages, intensity 0.3 - 1 - 3 - 10 - 30 - 100 %,REF AD 1.1.
