ENKR AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 52 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENKR AD 2.2.
1.4 AD is facilitated level 2. All commercial flights that use the terminal building shall submit their schedules to the national Facilitator:

2.1 Low visibility procedures enabling low visibility take-off (LVTO) not established.
3  Procedure for operations in reduced visibility
3.1 RVR 1000 M or less:.
Emergency power supply activated to ensure reaction in 1 - one - second.
3.2 RVR between 550 M and 400 M:
1 - one - aircraft on the manoeuvring area at the time. No vehicles allowed on the manoeuvring area except ATC controlled cars for leading and RVR service.

1  Differences from ICAO Annex 14 SARPS
1.1 On some parts of the RWY in the eastern part, the distance between the points of intersection of two successive curves is less than required. REF para 3.1.18.
1.2 Transverse slopes exceed 1.5 %, but not 1.7 % in the eastern part of the RWY. REF para. 3.1.19.
1.3 Transverse slope on parts of the RWY shoulder is steeper than prescribed, REF para 3.2.4.
1.4 Ungraded part of strip contains obstacles; antennas and instrument cabins. REF para 3.4.6 and chapter 9.9.
1.5 Longitudinal slopes on parts of the strip is steeper than prescribed, REF para 3.4.13.
1.6 Transverse slopes on parts of the strip is steeper than prescribed, REF para 3.4.15.

2.1 VOR RWY 05

The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY centre line less than 1400 M from THR.

3  Special requirements for aircraft operators performing commercial transportation into Kirkenes airport, Høybuktmoen
3.1 Category B - The operator shall develop a crew briefing relevant for the airport (REF ORO.FC.105).
3.2 To aid in creating a pilot briefing, additional airport information can be found here: https://avinor.no/en/ais/pilot-briefing/.
3.3 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF. AMC1 CAT.OP.MPA.303(e)).
3.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Caution
4.1 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
4.2 Turbulence and wind shear may occur on short final RWY 05 and climb-out RWY 23 at wind directions SE and NW and above 20 KT.
5  Approach and runway lights
5.1 The light intensity for high intensity APCH LGT is adjustable in 5 stages, intensity 0.3 - 1 - 10 - 30 - 100 %, REF AD 1.1.
