ENLK AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENLK AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways. Reference to this regulation can be found in AIP GEN 1.6.
3  Engine testing area
3.1 Engine testing above idle shall be performed at turning pad RWY 20.
3.2 RWY will be CLSD via NOTAM when aircraft ground runs are performed, but will open on short notice for HOSP/SAR/EMERG.

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR WI TIZ, REF AD 2 ENLK Visual Approach Chart:
  1. Ssquawk 7600,

  2. Pproceed to Klevatnet 1 NM W of AD, hold at 500 FT,

  3. Flash LDG LGTenter holding maintaining 500 FT,

  4. Lookflash LDG LGT for light signals from camera mast APRX 275 M W of apron,

  5. watch TWR for visual signalsLeknes AFIS TEL +47 75 54 16 43.

2  Operations under limited visibility conditions
2.1 Aerodrome marking and lighting details, REF AD 2.9 and AD 2.14, and AD 2 ENLK 2-1.
2.2 RVR 800 M or less:
  1. Secondary power supply ensures activation within one - 1 - SEC

  2. Only one - 1 - ACFT on the manoeuvring area at the same time. No vehicles are allowed on the manoeuvring area except for “follow-me” and RVR services as instructed by ATS.

2.3 RVR 550 M or less:
LVP not established. No aircraft operations allowed.

ENLK AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Longitudinal slopes on parts of the strip exceed the requirement, REF para 3.4.13.
1.2 Transverse slopes on parts of the strip exceed the requirement, REF para 3.4.15.
1.3 No undershoot RESA at RWY 02/20, REF para 3.5.3.
1.4 Terrain, penetrates the eastern side of CWY RWY 20 with up to 3 meters, minimum 40 meters from the runway centre line, and between 0-75 metres after the runway end.
LOC cabin penetrates the CWY by 0.8 metres in the southwestern corner, REF para 3.6.
1.5 TWY B and C have 4% down slope from apron to runway, REF para 3.9.9.
1.6 The aiming point markings start does not coincide with PLASI visual approach slope. REF para 5.2.5.3.
1.7 “RWY AHEAD” is used as mandatory instruction marking, REF para 5.2.16.
1.8 PLASI is used as visual slope indicator, REF para 5.3.5.4.
1.9 RWY lead-in LGT to RWY 20 are not in accordance with the requirements, REF para 5.3.7.
1.10 RWY end light consist of wing bars only, REF para 5.3.11.3.
1.11 Parts of the apron have insufficient floodlight, REF para 5.3.24.4.
1.12 Signs are not illuminated as prescribed in Appendix 4, REF para 5.4.1.7.
1.13 Simple touchdown zone lights are replaced by balked LDG guidance lights, REF para 5.3.14.

The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY centre line less than 1400 M from THR.

3  Special requirements for operators performing commercial transportation at Leknes airport
3.1 The aircraft operator shall stipulate special crew qualification requirements (Cat C, REF EASA AMC1 ORO.FC.105).
3.2 Aircraft operator shall stipulate limitations with regard to surface wind.
3.3 The aircraft operator shall stipulate special requirements with regard to runway status.
3.4 Aircraft operator without steep approach approval shall describe how the pilot shall act in accordance with visual aids.
3.5 Aircraft operator shall prepare climb-out procedures, take-off minima and performance calculations.
3.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Approach and runway lights
4.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
4.2 The light intensity for APCH LIL is adjustable only ON/OFF.
4.3 The light intensity for sequenced flashing lights is adjustable in 3 stages, 3 - 10 - 100%.
4.4 The light intensity for APCH LIH, THR, RWY CL and RWY edge and RWY end LGT is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100%.
4.5 The light intensity for PLASI is adjustable in 4 stages, 3 - 10 - 30 - 100%.
4.6 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
5  Caution
5.1 Wind shear/eddies/downdraft may occur on short final RWY 20 with wind 090°-250° above 20 KT.
5.2 Turbulence warning available on www.ippc.no.
6  Remote tower
