ENNA AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 74 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum four weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENNA AD 2.2.

1  ATC Clearance
1.1 Departing IFR flights shall contact Banak TWR to obtain ATC clearance. Request for ATC clearance may take place at the earliest 10 MIN prior to anticipated engine start-up. Listening watch shall thereafter be maintained on Banak TWR.
2  Procedure in reduced visibility
2.1 Aerodrome marking and lighting details, REF table 2.9 and 2.14, and AD 2 ENNA Aerodrome Chart2 -1 landing chart.
2.2 RVR 800 M or less:
Emergency power supply is activated and is used in parallel with network supply to ensure continuous operation of APCH and RWY LGT.
2.3 RVR 550 M or less:
All ACFT operations cease.

ENNA AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Objects on the strip which do not comply with frangibility requirements: DME antenna, NDB antenna and hut, GP RWY 16 antenna and hut as well as ACFT on MIL apron. REF para 3.4.6 and 9.9.
1.2 The northern part of strips graded part does not comply with the requirements. REF para 3.4.8.
1.3 Longitudinal slope on parts of the strip are steeper than prescribed. REF para 3.4.13.
1.4 Transverse slope on parts of the strip are steeper than prescribed. REF para 3.4.15.
1.5 LOC hut RWY 16 does not meet frangibility standards for objects on RESA. REF para 3.5.7.
1.6 Slope on aircraft stand 3 is steeper than 1%. REF para 3.13.15.
1.7 Parts of the MIL apron is within the OLS for a precision APCH RWY code 4. ACFT on MIL apron constitutes an obstacle. REF para 4.2.13.
1.8 RWY AHEAD is used as instruction marking on TWY A, B, C and D. REF para 5.2.16 and 5.4.2.14.
1.9 Only 10 lights provided on THR 34 crossbar. REF para 5.3.10.4.
1.10 Flood light on MIL apron is not in accordance with prescribed standards. REF para 5.3.24.4.
1.11 Not all terrain penetrating the Obstacle Limitation Surfaces is lit. REF para 6.2.3.
2  Special requirements for aircraft operators performing commercial transportation into Banak airport

For operations with code letter A, B, C or D aircraft – category B.
For operations with code letter E or F aircraft – category C.

2.1 Category B - The operator shall develop a crew briefing relevant for the airport (REF ORO.FC.105).
2.2 To aid in creating a pilot briefing, additional airport information can be found here: https://avinor.no/en/ais/pilot-briefing/.
2.3 Category C - The operator shall develop training syllabus for FSTD and/or briefing for an observer flight (REF ORO.FC.105). Additional requirements for aircraft with code letter E or F can be obtained from the local airport authority minimum 4 weeks before planned operations.
2.4 The operator shall evaluate the need for setting special wind restriction regarding wind measured at the elevated terrain position listed in AIP GEN 3.5.
2.5 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF AMC1 CAT.OP.MPA.303(e)).
2.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The light intensity for high intensity APCH LGT is adjustable in 6 stages, intensity 0.3 - 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
3.2 The light intensity for THR, RWY edge and RWY end LGT is adjustable in 6 stages, intensity 0.3 - 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
3.3 The light intensity for PAPI LGT is adjustable in 6 stages, intensity 0.3 - 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
4  Caution
4.1 Wind shear/eddies may occur on short final, especially to RWY 16, wind 240-300 DEG above 20 KT. Severe turbulence reported when wind from W above 40 KT down to 200 FT AMSL and surface wind variable above 5 KT, ground temperature below -10°C.
4.2 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction. In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
5  Parking on MIL apron
5.1 The tail fin on ACFT Code D or larger might penetrate the obstacle free zone on the western side of the RWY. ACFT Code D or larger shall thus park as far west on the apron as possible. Contact TWR for more information.
6  Fuelling
