ENNM AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENNM AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Radio communication failure
1.1 If experiencing radio communication failure when flying VFR in TIZ (REF Visual approach chart):
  1. Squawk 7600,

  2. Proceed via routes shown on Visual Approach Chart,

  3. Hold 1.8 NM SW of AD at 1000 FT,

  4. Flash LDG LGT,

  5. Look for light signals from camera mast APRX 200 M NE of apron

2  Procedure in reduced visibility
2.1 RVR 800 M or less:
Secondary power supply ensures activation in 1 - one - second.RVR 500 M or less:
No aircraft operations allowed.

 

ENNM AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Parts of the apron are within the strip, REF para 3.4.6.
1.2 Undershoot RESA RWY 07 and RWY 25 are shorter than prescribed, REF para 3.5.3.
1.3 The aiming point markings start does not coincide with PLASI visual approach slope, REF para 5.2.5.3.
1.4 RWY AHEAD is used as mandatory instruction marking, REF para 5.2.16.
1.5 PLASI is used as visual slope indicator, REF para 5.3.5.4.
1.6 RWY end light consist of wing bars only, REF para 5.3.11.3.
1.7 Simple TDZ lights are replaced by balked LDG guidance lights, REF para 5.3.14.
1.8 Parts of the apron have insufficient floodlight, REF para 5.3.24.4.
1.9 Signs are not illuminated as prescribed, REF para 5.4.1.7.
1.10 Not all terrain penetrating the Obstacle limitation surfaces is lit, REF para 6.2.3.
2  Special requirements for aircraft operators performing commercial transportation into Namsos airport
2.1 The aircraft operator shall establish crew qualification requirements; route and aerodrome competence qualifications according to EASA AMC1 ORO.FC.105. The qualifications shall be as required for category C
2.2 The aircraft operator shall stipulate special requirements with regard to runway status.
2.3 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids.
2.4 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.5 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The APCH LGT and lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 Sequenced flashing light for RWY 25 is adjustable in 3 stages, 10 - 30 - 100 %.
3.3 The light intensity for APCH LIH, THR, aiming point, balked landing, RWY CL and RWY edge LGT is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100 %.
3.4 The light intensity for PLASI is adjustable in 4 stages, 1 - 10 - 30 - 100 %.
3.5 Balked LDG guidance lights installed, 2 Y LGT outside each edge of RWY in a given distance after THR, REF para 2.14.10.
