ENOV AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Other exceptions will not be granted.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a application to AD ADMIN.
2  Fuelling
2.1 AVGAS 100LL AVBL FM local aero club. Arrangement must be made with local aero club prior to arrival. See www.voldaorstaflyklubb.no for INFO.
3  Additional requirements
3.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways. Reference to this regulation can be found in AIP GEN 1.6.

1  Procedure in reduced visibility
1.1 Due to insufficient back-up power on RWY edge and RWY end LGT the airport will be closed when visibility is less than 600 M (day) or 400 M (night). This corresponds with RVR 800 M converted in accordance with BSL EU OPS 1 Subpart E Appendix 1 to 1.430 table 9.
2  Radio communication failure
2.1 Radio communication failure when flying VFR in TIZ (REF AD 2 ENOV 6 - 1):
  1. squawk 7600,

  2. TFC FM N (Sector W-N-NE):
    proceed via Rjånes and Ørstafjorden to HLDG Hovdevatnet, 0,5 NM NW of AD,
    TFC FM S (Sector W-S-NE):
    proceed via W side of Voldsfjorden to Lauvstad (or via Ørsta) to HLDG Hovdevatnet, 0,5 NM NW of AD,

  3. hold at 1500FT,

  4. flash LDG LGT and watch TWR for visual signals.

ENOV AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Some parts of the strip is not fully graded to 40 M from the runway centre line, REF para 3.4.5.
1.2 The ungraded part of the RWY strip N of RWY contains obstacles such as fence, REF para 3.4.6 and ch. 9.9.
1.3 Longitudinal slopes on parts of the strip is steeper than prescribed, REF para 3.4.13.
1.4 Transverse slopes on parts of the strip is steeper than prescribed, REF para 3.4.1.5.
1.5 RESA in front of THR RWY 06 og THR RWY 24 is shorter than prescribed, REF para 3.5.3.
1.6 Aiming points are 150 M from THR, REF para 5.2.5.3
1.7 “RWY AHEAD” is used as mandatory instruction marking, REF para 5.2.16.
1.8 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14.
1.9 Parts of the apron have insufficient floodlight, REF para 5.3.24.4.
1.10 Not all terrain penetrating the Obstacle Limitation Surface is lit, REF para 6.2.3.
2  Special requirements for aircraft operators performing commercial transportation into Ørsta-Volda airport
2.1 The aircraft operator shall stipulate crew qualification requirements for PIC, in accordance with EASA AMC1 ORO.FC.105. The requirements shall be as depicted for airport classification C.
2.2 The aircraft operator shall stipulate special limitations regarding upper wind.
2.3 The aircraft operator shall stipulate special limitations regarding surface wind.
2.4 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.5 Aircraft operator is responsible for documenting departure procedures, take-off minima and take-off weight limitations.
2.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 APCH LGT and lights at the aerodrome may be activated automatically, REF AD 1.1. APAI RWY 06 and DUAL APAI RWY 24 excluded.
3.2 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
3.3 The light intensity for APAPI is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100 %.
4  Air sport area
4.1 Air sport activities for hang- and paragliding might be EXP in the area around Bondalseidet skiing resort and Brekkeheida, REF ENR 5 - 5.
5  Caution
5.1 Due to the terrain, extreme wind conditions can occur at and in the vicinity of ENOV. Tailwind can occur on final and over the threshold to both runways simultaneously. The opposite can also be the case: Headwind during the take-off roll may suddenly turn to tailwind when passing the runway end and/or during climb-out. This can occur on both runways simultaneously. In addition to the wind gauges next to the runway there is a ultrasonic wind speed direction sensor at Helgehornet, 2090 FT AMSL, 2 NM northwest of the airport.

Note: There can be considerable differences between the wind readings at Helgehornet and at the airport.

Below follows a more detailed brief on the wind phenomena which can occur given certain wind directions:

  1. Wind at Helgehornet 130°-180° over 15 KT: Beware on take-off RWY 06: Headwind during the take-off roll can rapidly change to tailwind on lift-off and climb-out.

  2. Wind at Helgehornet 170°–220° over 15 KT: Wind shear/eddies/downdrafts may occur on short final RWY 06 and RWY 24. During these conditions, tailwind can occur simultaneously at both THR and meet midfield. Hence, landing must be executed in tailwind.

  3. Wind at Helgehornet 200°-270° over 25 KT: Wind shear/eddies/downdrafts can occur on short final RWY 24.

  4. Wind at Helgehornet NW-N above 15 KT: Take-off RWY 06 and RWY 24. Headwind changing to tailwind halfway along the RWY in both directions. Downdrafts may occur on final to RWY 06 and RWY 24.
