ENRO AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by civil or military ACFT with wingspan exceeding 36 M. Based on an Approach and Departure Risk Assessment, additional permissions may be granted. Request must be submitted to AD minimum
8 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by an application to AD ADMIN.

ENRO AD 2.21  Noise abatement procedures

1  General VFR traffic
1.1 Departing ACFT are requested to climb to (MIN) 2800 FT AMSL before starting turn. ACFT are requested to maintain 3100 FT AMSL on downwind leg. If commencing right turn after departure from RWY 31, turn may be commenced at lower altitude.

ENRO AD 2.22  Flight Procedures

1  Radio Communication Failure
1.1 If experiencing radio communication failure flying VFR in TIZ REF AD 2 ENRO Visual Approach Chart:
  1. Squawk 7600,

  2. ACFT to keep clear of other TFC and proceed to HLDG area 0,5 NM SW of TWR. Avoid crossing of AD and areas used for instrument approach. Crossing of instrument approach sector is requested to be executed east of RBU below 3500 FT.

  3. Flash LDG LGT,

  4. Look for light signals from camera mast APRX 600 M W of apron,

  5. Roeros AFIS TEL (+47) 75 54 16 31

2  Low Visibility Procedures
2.1 Aerodrome marking and lighting details, REF ENRO AD 2.9, 2.14 and AD 2 ENRO 2-1.
2.2 RVR 800 M or less:
  1. Secondary power supply activated to ensure reaction in
    1 - one - second.

  2. Only 1 - one - ACFT allowed on the manoeuvring area at the time. No vehicles allowed on the manoeuvring area except for follow-me service and RVR measuring.

2.3 RVR 550 M or less:
  1. LVP not established. No ACFT movements allowed.

ENRO AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 The following objects on RWY strip are not in accordance with frangibility requirements: The terminal, hangars, TWR, garages, antenna and shelter for glide path RWY 31, a shelter north east of THR 13, aircraft on the apron, parts of fence, railway line and fuel tanks, REF para 3.4.6 and 9.9.
1.2 The longitudinal slopes on the outer part of the graded RWY strip exceed 2% across a trench south of THR 13 and across the road to the LOC, REF para 3.4.12.
The transverse slope on the transition between the graded and
ungraded part of the RWY strip exceed 3% over a 220 M long area towards the railway line and a 100 M long area north of THR 31, REF para 3.4.14.
1.3 Parts of the graded strip towards the ungraded strip are swampy in the spring and during heavy rainfall; A 60 M long area northeast of THR 13 and a 900 M long area southeast of the north-end turn pad, REF para 3.4.16.
1.4 Overrun RESA RWY 13 is 195 M. Overrun RESA RWY 31 is
190 M, REF para 3.5.4.
1.5 The distance from the RWY holding positions at TWY A and B to the RWY CL is 60 M, REF para 3.12.6.
1.6 The longitudinal slope on aircraft stand 2 towards the hangar exceeds 1%, REF para 3.13.5.
1.7 RWY AHEAD in used as instruction marking at TWY A and B, REF para 5.2.16 and 5.4.14.
1.8 The spacing between the THR LGT RWY 31 and the first RWY edge light on the left side is 120 M, REF para 5.3.9.6.
1.9 THR LGT consist of wing bars only, REF para 5.3.10.5.
1.10 RWY end LGT consist of wing bars only, REF para 5.3.11.3.
1.11 Simple touchdown zone lights are replaced by balked LDG guidance lights, REF para 5.3.14.
1.12 The average illumination (flood light) on stand 3 is less than 20 lux, REF para 5.3.23.4.
2  Special requirements for aircraft operators performing commercial transportation into Røros airport
2.1 Category B - The operator shall develop a crew briefing relevant for the airport (REF ORO.FC.105).
2.2 To aid in creating a pilot briefing, additional airport information can be found here: https://avinor.no/en/ais/pilot-briefing/.
2.3 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF. AMC1 CAT.OP.MPA.303(e)).
2.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Differences from ICAO DOC 8168 VOL II - Construction of Visual and Instrument Flight Procedures
3.1 ILS or LOC RWY 31
The procedure is offset by more than 5° (9°), and does not comply with the ICAO criteria for an ILS precision approach.
3.2 RNP RWY 31
The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY CL less than 1400 M (560 M) from THR.
3.3 NDB RWY 31
The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY CL less than 1400 M (450 M) from THR.
4  Caution
4.1 Aiming point marking is slippery when wet.
4.2 Wind shear may occur on short final RWY 13 and 31, even when indicated surface wind is weak.
4.3 Down draft may occur on final RWY 13 with wind from S-SW above 20 KT.
5  Approach and runway lights
5.1 The light intensity for high intensity APCH LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
5.2 The light intensity for APCH, THR, Aiming point, RWY edge, RWY CL and RWY end LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
5.3 The light intensity for PAPI LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
5.4 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
6  Remote tower
