ENRS AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENRS AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6.

1  Radio communication failure
1.1 If experiencing radio communication failure when flying VFR in TIZ, REF AD 2 ENRS Visual Approach Chart:
  1. Squawk 7600,

  2. Hold 1 NM W of Røstlandet at 500 FT,

  3. Flash LDG LGT,

  4. Watch for visual signals from camera mast 250M W of apron.

  5. Røst AFIS TEL (+47) 75 54 16 21.

2  Operations under limited visibility conditions
2.1 Aerodrome marking and lighting details, REF ENRS AD 2.9, 2.14 and AD 2 ENRS 2-1.
2.2 RVR 800 M or less:
  1. Secondary power supply ensures activation within
    1 - one - SEC

  2. Only one - 1 - ACFT on the manoeuvring area at the same time. No vehicles are allowed on the manoeuvring area except for “follow-me” and RVR services as instructed by ATS.

2.3 RVR 550 M or less:
LVP not established. No aircraft operations allowed.

ENRS AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Ungraded part of strip contains obstacles (ACFT on stands), REF para 3.4.6 and ch. 9.9.
1.2 Transverse slopes on runway strip exceed requirements in some areas, REF para 3.4.15.
1.3 Reduced RESA for undershoot, REF para 3.5.3.
1.4 Terrain penetrates western part of CWY 21 up to 1,5 M outside 40 M from RWY CL and 70-90 M after RWY END, REF para 3.6.
1.5 Aiming points are located 150 M from THR, REF para 5.2.5.3.
1.6 RWY AHEAD in use as a mandatory instruction marking, REF para 5.2.16.
1.7 Simple touchdown zone lights are replaced by balked landing guidance lights, REF para 5.3.14.
1.8 RWY END lights consist of wing bars only, REF para 5.3.11.3.
1.9 Signs are not illuminated in accordance with the provisions of Appendix 4, REF para 5.4.1.7.
2  Differences from ICAO Doc 8168 VOL II - Construction of Visual and Instrument Flight Procedures
2.1 NDB RWY 20
The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY centre line less than 1400 M from THR.
3  Special requirements for aircraft operators performing commercial transportation into Røst airport
3.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
3.2 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
3.3 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Approach and runway lights
4.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
4.2 The light intensity for APCH LIL is adjustable only ON/OFF.
4.3 The light intensity for APCH LIH, THR, aiming point, balked landing, RWY CL, RWY edge and RWY end is adjustable in
5 stages, 1 - 3 - 10 - 30 - 100 %.
4.4 The light intensity in PLASI is adjustable in 4 stages,
1 - 10 - 30 - 100 %.
4.5 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
5  Caution
