ENSB AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except in emergency, AD shall not be used by CIV or MIL ACFT with ACN exceeding 45.
2  Local regulations
2.1 All traffic to, from or within Svalbard are subject to prior permission.

For traffic other than scheduled traffic, application for permission shall be submitted to reach the Civil Aviation Authority at least 48 hours prior to landing.

Additional scheduled flights may be carried out without application to the Civil Aviation Authority, provided that prior approval of hours of arrival and departure has been obtained from the airport authority. Application for such approval shall be submitted to reach the airport authority at least 48 hours prior to landing.

The time-limits mentioned above do not include Saturdays, Sundays or Norwegian holidays.

2.2 Passenger lists for all flights to Svalbard shall be submitted to the Governor of Svalbard.
2.3 Passport control: Svalbard is outside the Schengen area. Passport or, for Norwegian citizens; valid identity papers, is required.
2.4 Customs control: Not required.
2.5 Health control: Not required.
2.6 Carriage of animals.

Carriage of some animals and products of animals from the archipelago is subject to prior permission from the Ministry of Agriculture. The Ministry has also established provisions concerning prohibition against the carriage of animals to the archipelago.

3  Application for and approval of departure and arrival time ("airport slots") for IFR flights
3.1 Prior approval for an airport slot is mandatory for all IFR flights, except:
  • aircraft using the aerodrome as alternate due to meteorological, technical or safety reasons,

  • aircraft on ambulance or search and rescue mission,

  • helicopters,

  • local flights at Svalbard.

3.2 Cancellation or intentional changes of previously coordinated flights shall be notified as soon as possible.
3.3 A request for handling shall be forwarded separately directly to the handling agent.
3.4 Application for airport-slots shall be submitted to the Coordinator for the Norwegian airports:

3.5 To allow for planning, the application should be delivered well in advance. It shall be formulated in accordance with international standard (SSIM-format) and time limits.
3.6 Traffic rights, granted by Norwegian CAA, do not include “airport slots” approval, and vice versa.

1  Special procedures concerning VFR-flights to/from the Airport
1.1 Two reporting points, “Alfa” position 781100 N 0150900 E (QDR 220° LON 5 NM), and “Bravo” 781930 N 0154400 E (QDR 040° LON 6 NM) are established.

Pilots-in-command of aircraft flying VFR to/from the airport or through TIZ/TIA are requested to route their flights via «Alfa» or «Bravo» and report their position to the AFIS unit.

2  Radio communication failure
2.1 Radio communication failure when flying VFR in TIZ:
  1. Squawk 7600,

  2. TFC N of AD, hold 1 NM N of AD i 500 FT;
    TFC S of AD hold 2 NM SW of AD MAX 1000 FT,

  3. Flash LDG LGT and watch TWR for visual signals.

3  Procedure in reduced visibility
3.1 Procedure in reduced visibility will be activated when RVR 800 M or less. Emergency power supply activated to ensure reaction in
1 - one - SEC. Operators will be informed
3.2 RVR 550 M or less:
No traffic allowed.
3.3 In weather conditions where HLDG PSN markings are no longer visible, or have reduced effect, only one movement on the manoeuvring area will be allowed at a time.

ENSB AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 The RWY surface is uneven and might cause bumps, jolts and vibrations during take-off and landing, REF para 3.1.22.
1.2 Transverse slope on parts of the RWY shoulder is steeper than 2.5%, REF para 3.2.4.
1.3 Objects on the strip which do not comply with frangibility requirements: anemometers, GP antennae and hut for GP RWY 09, REF para 3.4.6 and 9.9.
1.4 The graded part of the strip abuts two culverts south of the RWY and the joints are not flush, REF para 3.4.10.
1.5 Longitudinal slope on the outer parts of the graded strip is some places steeper than 2%, REF para 3.4.13.
1.6 Transverse slope at the transition between the graded and un-graded part of the strip is some places steeper than 2.5%, REF para 3.4.15.
1.7 Longitudinal slope on outer parts of RESA RWY 09 and RESA RWY 27 is steeper than 5%, REF para 3.5.10.
1.8 Transverse slope on outer parts of RESA RWY 09 and RESA RWY 27 is steeper than 5%, REF para 3.5.11.
1.9 Longitudinal slope on the mid sections of TWY B and C is steeper than 1.5%, REF para 3.9.8.
1.10 Transverse slope on stand 1, 2 and 3 is steeper than 1%, REF para 3.13.5.
1.11 Clearance distance between aircraft and power units/concrete blocks is less than 4.5 M on stand 1 and 2, REF para 3.13.6.
1.12 Runway side stripe markings are located outside the edge of the runway, REF para 5.2.7.3.
1.13 RWY AHEAD is used as instruction marking at TWY A, B and C, REF para 5.2.16 and 5.4.2.14.
1.14 THR lights consist of wing bars only, REF para 5.3.10.5.
1.15 RWY end light consist of wing bars only, REF para 5.3.11.3.
1.16 The average illumination (floodlight) on the apron is less than 50% of the average illumination at the aircraft stands, REF para 5.3.24.1.
1.17 Not all terrain penetrating the Obstacle limitation surfaces is lit, REF para 6.2.3.
2  Differences from ICAO Doc 8168 Vol II - Construction of Visual and Instrument Flight Procedures
2.1 LOC RWY 27

The procedure does not comply with PANS-OPS criteria for straight-in approach. LOC is offset by more than 15° (16°) compared to the runway centre line.

3  Special requirements for aircraft operators performing commercial transportation into Svalbard airport, Longyear
3.1 Category C - The operator shall develop training syllabus for FSTD and/or briefing for an observer flight (REF ORO.FC.105).
3.2 To aid in creating a pilot briefing, additional airport information can be found here: https://avinor.no/en/ais/pilot-briefing/.
3.3 The operator shall evaluate the need for setting a restrictive lower limit for runway status (RWYCC) based on AIP specified runway/strip/ RESA conditions.
3.4 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF. AMC1 CAT.OP.MPA.303(e)).
3.5 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Caution
4.1 Wind shear/eddies may occur on short final RWY 09 and 27 at wind 160° - 270° above 20 KT.
Moderate and severe turbulence might occur below FL 100 in similar wind conditions.
