ENSD AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Other exceptions will not be granted.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENSD AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Procedure in reduced visibility
1.1 Due to insufficient back-up power on RWY edge and RWY end LGT the airport will be closed when visibility is less than 600 M (day) or 400 M (night). This corresponds with RVR 800 M converted in accordance with EU OPS 1 Subpart E Appendix 1 to 1.430 table 9.
2  Radio communication failure
2.1 If experiencing radio communication failure when flying VFR in TIZ:
  1. Squawk 7600,

  2. Keep clear of approach sectors RWY 08 and 26,

  3. Proceed to HLDG APRX 1NM NNE of TWR and hold at 1500FT, right hand pattern,

  4. Flash LDG LGT and watch TWR for visual signals.

2.1 LOC RWY 26

The procedure does not comply with PANS-OPS criteria for straight-in approach. Localizer intersects the extended RWY centre line less than 1400 M from THR.

2.2 RNAV(GNSS) RWY 08

The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY CL less than 1400 M (0 M) from THR.

2.3 RNAV(GNSS) RWY 26

The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY CL less than 1400 M (120 M) from THR.

3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 The light intensity for APCH LIL and flash light beacon is adjustable only ON/OFF.
3.3 The light intensity for APCH LIH, THR, RWY CL and RWY edge LGT is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100 %
3.4 The light intensity for PLASI is adjustable in 4 stages,
3 - 10 - 30 - 100 %
3.5 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4  Special requirements for aircraft operators performing commercial transportation into Sandane airport and special requirements for all operators of aircraft with code letter B or higher
4.1 All operators/pilots-in- command in commercial transportation and all operators/pilots-in-command of aircraft with code letter B and higher shall satisfy the requirements for crew qualification in EASA AMC1 ORO.FC.105 for airport category C.
4.2 All approaches by aircraft with code letter B and higher shall be performed as steep approaches.
4.3 Aircraft operators in commercial aviation without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings) (applies to aircraft with code letter A).
4.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
5  Caution
5.1 Turbulence warning available at www.ippc.no
5.2 Wind shear/eddies/downdraft may occur on short final RWY 08 and 26, typically when wind 160°-260° above 15 KT and
310°-010° above 20 KT.

Note: Risk of turbulence during approach and climb-out when winds at FL70 are more than 35 KT in sector 150-270° or more than 40 KT in sector 270-150°.
