ENSH AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Other exceptions will not be granted.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENSH AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6
3  Engine testing area
3.1 Engine testing above idle shall be performed at RWY end 18/36, depending on RWY-in-use.

1  Radio communication failure
1.1 If experiencing radio communication failure flying VFR in TIZ (REF AD 2 ENSH Visual Approach Chart):
  1. Squawk 7600,

  2. Hold APRX 1 NM E of TWR at 500 FT,

  3. Flash LDG LGT,

  4. Look for light signals from camera mast APRX 150 M W of RWY,

2  Circling
2.1 Circling E of AD only.
3  Procedure in reduced visibility
3.1 Marking and LGT REF ENSH AD 2.9, 2.14 and AD 2 ENSH 2-1.
3.2 RVR 800M or less:
  • secondary power supply activated to ensure reaction in
    1 - one - second,

  • only 1 - one - aircraft allowed on the manoeuvring area at the time. No vehicles allowed on the manoeuvring area except for follow-me service and RVR measuring.

3.3 RVR 550M or less:
  • LVP not established. No aircraft movements allowed.

ENSH AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 The longitudinal slope on the outer 30 M on the northern RWY turn pad is steeper than that of the runway, REF para 3.3.8.
1.2 The LOC cabin is inside the strip east of THR 18 and does not comply with the frangibility requirements, REF para 3.4.7.
1.3 In the southern and northern end, the outer 20/30 M of graded strip extends only 30 M to the east of RWY CL, REF para 3.4.8 and 3.4.9.
1.4 Transverse slopes on runway strip are in some areas steeper than prescribed, REF para 3.4.15 and 3.4.16.
1.5 RESA for overrun RWY 36 is 80 M, and undershoot RESA RWY 18 shorter than prescribed, REF para 3.5.3 and AD 2.12.
1.6 The longitudinal slope on the outer 40 M of RESA RWY 36 is steeper than prescribed, REF para 3.5.10.
1.7 Terrain penetrates the north-western side of CWY RWY 18 with up to 6 meters, minimum 40 meters from the runway centre line, and between 0-75 metres after the runway end. REF para 3.6.
1.8 ACFT on the apron may constitute an obstacle for ACFT on the RWY, REF para 4.2.21.
1.9 The aiming point markings start does not coincide with the visual approach slope origin, REF para 5.2.5.3.
1.10 RWY AHEAD is used as mandatory instruction marking, REF para 5.2.16.
1.11 APCH LGT XBAR RWY 18 is located 90 M in front of THR, REF para 5.3.4.22.
1.12 PLASI is used as visual glide slope indicator, REF para 5.3.5.4 og AD 1.1 para 6.4.1.
1.13 Runway lead in lighting system not designed as prescribed, REF para 5.3.7.
1.14 RWY end lights consist of wing bars only, REF para 5.3.11.3.

2  Special requirements for all commercial transportation with aeroplanes, and for all operations with aeroplanes with MTOW exceeding 5700 kg or approved passenger seat configuration of 10 or more at Svolvær airport
2.1 The aircraft operator shall establish crew qualification requirements, route and aerodrome competence qualification according to EASA AMC1 ORO.FC.105. The qualification shall at least be as required for aerodrome category C and shall pay special attention to narrow RESA in both ends and short RESA in the northern end.
2.2 The aircraft operator /pilot-in-command shall stipulate special limitations regarding surface wind.
2.3 The aircraft operator /pilot-in-command shall stipulate special requirements regarding runway status.
2.4 Aircraft operator /pilot-in-command without steep approach approval shall describe how the flight crew shall use visual aids (visual approach guidance and markings).
2.5 The aircraft operator /pilot-in-command shall stipulate departure procedures, take-off minima, and take-off weight limitations.
2.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The light intensity for APCH, THR, RWY edge, RWY CL and RWY end LGT are adjustable in 5 levels, PLASI in 4, REF AD 1.1.
3.2 The approach lights and the lights at the aerodrome may be switched on automatically, REF AD 1.1.
3.3 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4  Caution
4.1 Wind shear/eddies may occur on short final to RWY 18 when geostrophical wind SW-NW above 25 KT.
4.2 Turbulence warning available on www.ippc.no.
5  Remote tower
5.1 AFIS is provided from RTC Bodø (Remote Tower Centre).
