ENSK AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 Pilots with PFLY approval and operating in accordance with regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is closed, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use outside HR of OPS, REF AD 1.1 para 1.3 may be requested via written application to AD ADMIN, REF AD 2.2. In case of questions contact AD, REF AD 2.2, or use post@avinor.no and the subject “Outside HR of OPS”.
2  Arriving aircraft
2.1 The ATS will provide arriving aircraft with necessary information regarding:
  • aircraft stand to be used,

  • any use of guidance vehicle.

2.2 The PIC shall follow the signs and apron markings to the aircraft stand and/or directions from guidance vehicle and marshaller.
2.3 The PIC may for safety reasons deviate from signs, markings and directions. If so, the PIC shall immediately inform the ATS.
3  Departing aircraft
3.1 The ATS will provide departing aircraft with necessary information regarding:
  • procedures for leaving the apron,

  • any use of guidance vehicle.

3.2 The PIC shall follow the signs and apron markings to the manoeuvring area and/or directions from guidance vehicle and marshaller.
3.3 The PIC may for safety reasons deviate from signs, markings and directions. If so, the PIC shall immediately inform the ATS.
4  Additional requirements
4.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6.

1  Operations in reduced visibility conditions
1.1 Aerodrome marking and lighting details, ENSK AD 2.9 and 2.14, and AD 2 ENSK 2-1 refers.
1.2 RVR 800 M or less:

Secondary power supply engaged to ensure reaction in 1 - one - second.

1.3 RVR 550 M or less:

LVP not established. No ACFT operations allowed.

2  Radio communication failure
2.1 If experiencing radio communication failure when flying VFR in TIZ (REF AD 2 ENSK 6 - 1):
  1. Squawk 7600,

  2. Proceed to Risøya and hold at 500 FT,

  3. Flash LDG LGT,

  4. Watch TWR for visual signals.

3  Engine testing
3.1 Engine testing above idle shall be performed at THR RWY 08 or THR RWY 26.

ENSK AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Vehicles on the road east of THR 26 penetrates inner approach surface, REF para 4.1.11.
1.2 Aiming points are located 150 M from THR, REF para 5.2.5.3.
1.3 RWY AHEAD is used as a mandatory instruction marking, REF para 5.2.16.
1.4 RWY end LGT consist of wing bars only, REF para 5.3.11.3.
1.5 Not all terrain penetrating the obstacle surface is lit, REF para 6.2.3.
1.6 Simple touchdown zone lights are replaced by balked LDG guidance lights, REF para 5.3.14.
2  Differences from ICAO DOC 8168 VOL II - Construction of Visual and Instrument Flight Procedures
2.1 REF AD 2 ENSK VOR RWY 26:
The procedure does not comply with PANS-OPS criteria for straight-in approach. Final approach course intersects the extended RWY centre line less than 1400 M from THR.
3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically with preset light intensity 10 %, REF AD 1.1.
3.2 The light intensity for APCH LIL is adjustable on/off.
3.3 The light intensity for high intensity APCH LGT is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100 %.
3.4 The light intensity for THR, aiming point, balked landing, RWY CL, RWY edge and RWY end LGT is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100 %.
3.5 The light intensity in PLASI is adjustable in 4 stages, 1 - 10 - 30 - 100 %.
3.6 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4  Special requirements for aircraft operators performing commercial transportation into Stokmarknes airport
4.1 The aircraft operator shall stipulate special pilot-in-command qualification requirements; route and airport classification in accordance with EASA AMC1 ORO.FC.105. The requirements shall at least be stated as those for airport category B.
4.2 The aircraft operator shall stipulate special limitations with regard to surface wind.
4.3 Aircraft operators without steep approach approval shall describe how the pilot shall use the visual aids (visual approach guidance system and runway markings).
4.4 The aircraft operator shall departure procedures, take-off minima and performance calculations.
4.5 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
