ENSO AD 2.20  Local aerodrome regulations

1  AD availability
1.1 AD may not be used by ACFT with higher code letter than C without permission from the Norwegian CAA.
1.2 IFR flights and commercial flights are only allowed when the AFIS unit is manned.
1.3 AD closed outside HR of SER ATS, REF AD 2.3.
1.4 Permission to use the AD for light ACFT outside ordinary hours of operations can be obtained through myppr.no.

ENSO AD 2.21  Noise abatement procedures

1  TRNG flights
1.1 TRNG flights shall climb on RWY HDG till 1000 FT AMSL before commencing turn.
1.2 To disperse noise, circuits should be flown alternately on the west and east hand side of RWY. This shall be done after consulting the
AFIS unit and when TFC permits.
1.3 Engine tests shall be approved by ATS.
1.4 TGL shall be avoided between 2000 – 0600 (1900 – 0500) and on Sundays and public holidays between 1000 – 1100 (0900 – 1000).
1.5 TGL is prohibited on movable holidays

ENSO AD 2.22  Flight Procedures

1  Arrival procedures IFR
1.1 Standard instrument arrival procedures (STAR) to Stord/ Sørstokken are based on RNP. If not possible to continue the approach based on RNP below 4000 FT, the aircraft shall climb straight ahead to 4000 FT, proceed to STD VOR/DME and enter STD holding at 4000 FT. Contact Flesland RADAR on 121.000 MHZ.
2  Departure IFR
2.1 IFR departures will normally be cleared via standard instrument departures (SID). Instruction or clearance to turn will be issued by ATS at 2500 FT or higher, even though controller airspace is not entered until 3500 FT. Pilot-in-command who does not accept turn before the ACFT is within controlled airspace shall inform ATS.
2.2 In periods of forecasted or observed icing conditions, where PIC want to turn westward and/or does not accept eastward turns before reaching a certain altitude, ATS shall be informed no later than at start-up. This information shall include details regarding area for climbing and planned minimum altitude before turning eastwards.
3  Procedure in reduced visibility
3.1  RVR less than 550 M RVR 550 M or less:
No operations involving aircraft will be permitted.
4  Approach and departure VFR
4.1 Approach and departure VFR should be made via one of the following locations:

Huglo, Romsa, Buanes, Hiskjo, Selbjørn, Sandvikvåg, Vikebygd, Sveio

4.2 Transition flights through Sørstokken TIZ should be routed:

East of ENSO: Northbound Vikebygd-Huglo
Southbond Huglo-Vikebygd

Overhead ENSO: Northbound Sveio-Sandvikvåg

Southbound Sandvikvåg-Sveio

West of ENSO: Northbound Hiskjo-Selbjørn

Southbound Selbjørn-Hiskjo

Note: Power lines APRX 1,5 NM NW of Huglo. Parts of
EN D206 and EN D208 is within TIZ.

5  Radio communication failure when flying VFR in TIZ
  1. Squawk 7600,

  2. ACFT to keep clear of other TFC and proceed to HLDG area,

  3. Enter holding 0.5 NM WSW of AD at 650 FT AMSL above Stokksundet, REF AD 2 ENSO 6-1,

  4. Flash LDG LGT,

  5. Watch TWR for visual signals,

  6. If possible, call ATS (+47) 53 40 37 10.

6  Training flights IFR
6.1 IFR training flights within Flesland TMA must be approved by ATC in advance. REQ shall be made to ATC supervisor on TEL +47 67 03 11 80 or e-mail brsup@avinor.no. INSTR APCH training will only be permitted during periods with low traffic.

ENSO AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 The NE corner of the strip, W and NW of THR 14, is steeper than prescribed, para 3.3.14.
1.2 The transition between strip and adjacent lower terrain NE and SW of THR 32 is steeper than prescribed.
1.3 The transition between the paved part of the strip at both RWY ends and adjacent lower terrain, is steeper than prescribed.
1.4 Hillsides, Stokkåsen and Stord DVOR (STD), penetrates obstacle limitation surface S and W of THR 32. Obstacles are lighted.
1.5 VOR fluctuations may occur at DME 7.0 STD during approach to RWY 32. Auto-coupled approach is not recommended.
2  Special requirements for operators performing commercial transportation into Stord airport
2.1 The operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
2.2 The operator shall stipulate special limitations with regard to surface wind.
2.3 The operator shall stipulate special requirements with regard to runway status.
2.4 Departure procedures, take-off minima, take-off weight limitations shall be documented.
2.5 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Caution
3.1 Severe icing conditions may occur E of AD, especially around
Folgefonna glacier 25 NM ENE.
3.2 Due rough terrain and buildings, wind shear may be encountered on short final RWY 14 when wind from 100-140° above 15 KT and 190-240° above 7 KT.

3.3 Paragliding may occur in area Kattnakken 7 NM NE of AD.
