ENSR AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Other exceptions will not be granted.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6
3  Engine testing area
3.1 Engine testing above idle are performed at RWY end / turning pad RWY 14/32, depending on RWY-in-use.

1  Procedure in reduced visibility
1.1 Marking and lights REF ENSR AD 2.9, 2.14 and AD 2 ENSR 2-1
1.2 RVR 800 M and less:
  • Secondary power supply activated to ensure reaction
    in 1 - one - second,

  • Only 1 - one - aircraft allowed on the manoeuvring area at the time. No vehicles allowed on the manoeuvring area except for follow-me service and RVR measuring.

1.3 RVR 550 M or less:
  • LVP not established. No aircraft movements allowed.

2  Radio communication failure
2.1 If experiencing radio communication failure when flying VFR in TIZ (REF AD 2 ENSR 6 - 1):
  1. Squawk 7600,

  2. Proceed via routes as shown on AD 2 ENSR 6 - 1
    and hold at 750 FT,

  3. Flash LDG LGT,

  4. Watch TWR for visual signals.

ENSR AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 ACFT on apron constitutes an obstacle on the strip, REF para 3.4.6 and 9.9.
1.2 Slopes on parts of the strip and RESA are steeper than prescribed, REF para 3.4.3, 3.4.15, 3.5.9 and 3.5.10.
1.3 Undershoot RESA RWY 32 is not established, REF para 3.5.3.
1.4 Aiming points are 150 M from THR, REF para 5.2.5.3.
1.5 “RWY AHEAD” is used as mandatory instruction marking, REF para 5.2.16.
1.6 PLASI is used as visual slope indicator, on right hand side, REF para 5.3.5.4 and 5.3.5.27.
1.7 RWY holding signs are not illuminated according to specifications, REF para 5.4.1.7
1.8 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14.
2  Approach and runway lights
2.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
2.2 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
3  Special requirements for aircraft operators performing commercial transportation into Sørkjosen airport
3.1 The aircraft operator shall establish crew qualification requirements; route and aerodrome competence qualification according to EASA AMC1 ORO.FC.105. The qualification shall be as required for aerodrome category C.
3.2 The aircraft operator shall stipulate special limitations with regard to upper wind.
3.3 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
3.4 Departure procedures, take-off minima, take-off weight limitations shall be documented.
3.5 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3.6 Dual PLASI RWY 32 is only available to operators fulfilling the above mentioned requirements in addition to having terrain avoidance system and steep approach approval.
4  Caution
4.1 Moderate, occasionally severe, turbulence and wind shear may occur on final to RWY 14 and 32 at wind SW-W more than 40 KT. The turbulence often decreases on short final resulting in wind shear with loss of height.
4.2 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
