ENSS AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENSS AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6.

1  Procedures in reduced visibility
1.1 AD marking and LGT REF AD 2.9 and 2.14.
1.2 RVR 800 M or less: Secondary power supply activated to secure reaction time within 1 SEC.
1.3 RVR 550 M or less: No ACFT OPS allowed on the manoeuvring area.
2  Radio communication failure
2.1 If experiencing radio communication failure when flying VFR in TIZ (REF AD 2 ENSS Visual Approach Chart):
  1. Squawk 7600,

  2. Hold 1 NM W of the terminal at 1000 FT,

  3. Flash LDG LGT,

  4. Look for light signals from camera mast 400 M SE of apron,

  5. Vardoe AFIS TEL (+47) 75 54 16 23.

3  Minimum Sector Altitude (MSA)/Terminal Arrival Altitude (TAA)
3.1 MSA/TAA based on obstacle/terrain information in Norwegian territory.

ENSS AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes on outermost part of both sides of RWY are steeper than prescribed, REF para 3.1.19.
1.2 Slopes on parts of southern RWY turn pad exceed prescribed values, REF para 3.3.8.
1.3 Parts of the apron is located within the strip, REF para 3.4.7.
1.4 Transverse slopes on strip partly exceed prescribed values, REF para 3.4.13, 3.4.15 and 3.4.16.
1.5 Undershoot RESA not established for either RWY, REF para 3.5.3.
1.6 Transverse slopes on parts of RESA RWY 33 exceed prescribed values, REF para 3.5.11.
1.7 Frangible object, wind direction indicator, is situated on CWY RWY 33, 65 M east of extended RWY centre line, REF para 3.6.6.
1.8 Aiming points are located 150 M from THR, REF para 5.2.5.3.
1.9 “RWY AHEAD” is still in use as mandatory instruction marking, REF para 5.2.16.
1.10 PLASI in use as visual glide slope indicator, REF para 5.3.5.4.
1.11 RWY holding point signs are retroreflective, not illuminated, REF para 5.4.1.7.

2  Special requirements for aircraft operators performing commercial transportation into Vardø airport
2.1 The aircraft operator shall stipulate special crew qualification requirements (Cat B, REF EASA AMC1 ORO.FC.105).
2.2 The aircraft operator shall stipulate special limitations concerning surface wind.
2.3 The aircraft operator shall stipulate special requirements concerning runway status.
2.4 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
4  Caution
4.1 Due to mechanical turbulence, wind measurement readings from Domen should not be used for opreational planning when prevailing wind direction is from the NE. Domen wind sensor PSN APRX 2 KM S of AD, ELEV 500 FT.
4.2 Turbulence/wind shear/downdraft may occur on APCH to RWY 33/DEP from RWY 15 when wind from W-SW.
4.3 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction. In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS and written MET information.
5  Remote tower
5.1 AFIS is provided from RTC Bodø (Remote Tower Centre).
