ENST AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 28 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 General permission: Pilots carrying PFLY card issued by Avinor whom operates in accordance with the regulation in AD 1.1 para 1.2 and 1.3 may use AD when it is CLSD, except for the period 2200 – 0600 (2100 – 0500).
1.3 Permission for other use of AD outside HR of OPS, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENST AD 2.2.

1  Radio communication failure
1.1 Radio communication failure when flying VFR in TIZ (REF AD 2 ENST Visual Approach Chart):
  1. Squawk 7600,

  2. Proceed to Svinøya via established routes to Svinøy and hold at 500 FT,

  3. Flash LDG LGT, and watch TWR for visual signals.

  4. Look for light signals from camera mast APRX 190 M NE of apron,

  5. Stokka AFIS TEL +47 75 54 16 45.

2  Low visibility procedure
2.1 Aerodrome marking and lighting, REF AD 2.9, 2.14 and AD 2 ENST 2-1Aerodrome Chart.
2.2 RVR 800 M or less:
Secondary power supply activated to ensure reaction in 1 - one - second.

Only 1 - one - ACFT on the manoeuvring area at one time. No vehicles allowed on the manoeuvring area except for Follow-Me service or RVR measuring.

2.3 RVR 550 M or less:
LVP not established. No ACFT movements allowed.
3  Circling
3.1 Circling W of AD only.

ENST AD 2.23  Additional Information

1  Differences from ICAO Annex 14 SARPS
1.1 Part of the apron is inside the strip, REF para 3.4.7.
1.2 Transverse slope on strip is steeper than prescribed in the area opposite the taxiways, REF para 3.4.15 and 3.4.16.
1.3 Undershoot RESA RWY 20 is shorter than prescribed, REF para 3.5.3.
1.4 Longitudinal slope on the outer 20 M of RESA is steeper than prescribed, REF para 3.5.10.
1.5 RWY AHEAD is used as mandatory instruction marking, REF para 5.2.16.
1.6 PLASI is used as visual glide slope indicator, REF para 5.3.5.4 and AD 1.1 para 6.4.1.
1.7 Simple touchdown zone lights are replaced by balked LDG guidance lights. REF para 5.3.14
1.8 Parts of the apron have insufficient floodlight, REF para 5.3.24.4.
2  Differences from ICAO DOC 8168 VOL II - Construction of Visual and Instrument Flight Procedures
2.1 LOC RWY 20
The procedure does not comply with PANS-OPS criteria for straight-in approach. The final approach course intersects the extended RWY CL less than 1400 M from THR RWY 20.
3  Special requirements for operators performing commercial transportation into Sandnessjøen airport
3.1 The operator shall stipulate special crew qualification requirements (Cat C, REF EASA AMC1 ORO.FC.105).
3.2 The operator shall stipulate special limitations with regard to upper wind.
3.3 The operator shall stipulate special limitations with regard to surface wind.
3.4 The operator shall stipulate special requirements with regard to runway status.
3.5 Departure procedures, take-off minima, take-off weight limitations shall be documented.
3.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Airspace restrictions
4.1 Parts of Helgeland TMA are also parts of TSA. When activated this will restrict IFR operations to and from Sandnessjøen/Stokka aerodrome. For activation periods REF ENR 5.2 and DLY AUP.
5  Approach and runway lights
5.1 The lights at the aerodrome may be switched on automatically, REF AD 1.1.
5.2 The light intensity for APCH LIL is not adjustable.
5.3 The light intensity for APCH LIH is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100%.
5.4 The light intensity for PLASI is adjustable in 4 stages, 1 - 10 - 30 - 100%.
5.5 The light intensity for THR, aiming point, RWY CL, RWY edge and RWY end LGT is adjustable in 5 stages, 1 - 3 - 10 - 30 - 100%.
5.6 «Balked LDG guidance lights» installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
6  Caution
6.1 Wind shear/eddies may occur on short final RWY 02 and 20 when wind from E-SE above 20 KT.
6.2 Wind shear/eddies may occur on short final RWY 20 when wind from W-NW above 30 KT.
6.3 Beware of severe turbulence when wind from E-SE.
6.4 Turbulence warning is available on www.ippc.no.
