ENVD AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 26 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 4 weeks prior to operations.
1.2 Permission for other use of AD outside HR of OPER, REF AD 1.1 para 1.3, may be requested by a written application to AD ADMIN, REF ENVD AD 2.2.
2  Additional requirements
2.1 CAA Norway has published a regulation, in Norwegian language only, with additional requirements for commercial operations on short-field runways.
Reference to this regulation can be found in AIP GEN 1.6

1  Engine testing area
1.1 Engine testing beyond idle power to be performed on one of the two RWY THR or on apron in front of the hangar.

ENVD AD 2.22  Flight Procedures

1  Procedure in reduced visibility
1.1 Aerodrome marking and lighting details, REF item 2.9 and 2.14, and AD 2 ENVD 2-1.
1.2 RVR 800 M or less:
Secondary power supply operational within 1 - one - SEC.
1.3 RVR 550 M or less:
No ACFT operations allowed.
2  Radio communication failure
2.1 If experiencing radio communication failure when flying VFR in TIZ:
  1. Squawk 7600,

  2. Hold 1 NM N of TWR,

  3. Flash landing lights and watch TWR for visual signals.

1  Differences from ICAO Annex 14 SARPS
1.1 Transverse slopes on RWY are steeper than prescribed, REF para 3.1.19.
1.2 Strip contains obstacles, ACFT on stand, REF para 3.4.6.
1.3 Slopes on parts of the strip exceed prescribed values, REF para 3.4.13 and 3.4.15.
1.4 Undershoot RESA RWY 07 are shorter than prescribed, REF para 3.5.3.
1.5 Longitudinal slope on TWY B exceeds prescribed values, REF para 3.9.9.
1.6 Aiming point is located 150 M from THR, REF para 5.2.5.3.
1.7 “RWY AHEAD” is in use as a mandatory instruction marking, REF para 5.2.16.

2  Special requirements for aircraft operators performing commercial transportation into Vadsø airport
2.1 The aircraft operator shall establish crew qualification requirements; route and aerodrome competence qualification according to EASA AMC1 ORO.FC.105. The qualification shall at least be as required for aerodrome category B.
2.2 Aircraft operators without steep approach approval shall describe how the flight crew shall use the visual aids (visual approach guidance system and runway markings).
2.3 The aircraft operator shall stipulate special limitations with regard to surface wind.
2.4 The aircraft operator shall stipulate special requirements with regard to runway status.
2.5 The aircraft operator shall stipulate departure procedures, take-off minima and performance calculations.
2.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
3  Approach and runway lights
3.1 The APCH LGT and the lights at the aerodrome may be activated automatically, REF AD 1.1.
3.2 THR, RWY CL, RWY end and RWY edge LGT can be adjusted FM AFIS collectively.
3.3 The light intensity for high intensity APCH LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100%, REF AD 1.1.
3.4 The light intensity for sequenced flashing LGT is adjustable in 3 stages, intensity 10 - 30 - 100%.
3.5 The light intensity in PLASI LGT is adjustable in 4 stages, 3 - 10 - 30 - 100%, REF AD 1.1.
3.6 The light intensity for THR, RWY CL, RWY edge and RWY end LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100%,
REF AD 1.1.
3.7 "Balked LDG guidance lights" installed, 2 Y LGT outside each edge of RWY, in a given distance after THR, REF para 2.14.10.
4  Caution
4.1 Wind shear/turbulence may occur on final approach to RWY 07 when wind is above 15 KT and from 120–190 DEG.
4.2 In voice communication from ATS, including ATIS, wind direction is given as magnetic direction.
In written communication, METAR, SPECI and TAF, the geographical wind direction is given. Hence, there will be a difference between wind direction given orally from ATS, including ATIS, and written MET information.
