The overall authority for the provision of Air Traffic Flow Management services in the Norwegian FIRs (Polaris FIR and Bodø Oceanic FIR) is delegated by the Avinor to the EUROCONTROL/-Network Manager Operations Centre (NMOC).
The NMOC is responsible for ensuring that:
traffic flows correspond to the stated capacity of the sectors through which they pass,
ATFM-measures, when necessary, are applied in an equitable manner and in such a way as to reduce as far as possible the penalties to aircraft operators.
In order to do this the NMOC applies procedures which:
are agreed internationally,
are published in the corresponding NMOC documentation,
have, within the Norwegian FIRs (Polaris FIR and Bodø Oceanic FIR) the same status as procedures explicitly published in the Norwegian AIP, REF para 5.

The AFTM measures are also published through the following:
Route Availability Document (RAD),
ATFM Notification Message (ANM),
ATFM Information Message (AIM),
Conditional Route Availability Message (CRAM),
originated by the NMOC and of which the ANM, AIM, and CRAM are distributed via AFTN.

ATS shall provide a Flow Management Position (FMP) in each sector group of Polaris ACC to liaise between ATC, local aircraft operators and the NMOC.

ATS at aerodromes shall ensure that flights adhere to departure slots issued by the ATFM Service. In accordance with the provisions of the Regional Supplementary Procedures, Europe (ICAO Doc 7030) and the ATFM handbook (ICAO EUR Doc 003), flights which do not adhere to their slot shall be denied start-up clearance.
In cases where such clearance is issued or not applicable, the flight shall be denied routing and departure clearance if take-off will not be possible within the time limits for calculated take-off time (CTOT) issued in the latest received Slot Allocation Message (SAM)/Slot Revision Message (SRM).
However, ATC shall make all efforts to enable departing flights to comply with the slots and flights shall not be prevented from departure due to minor taxiing delays.
Aircraft Operators shall keep themselves informed of and adhere to:
general ATFM procedures including flight plan filing and message exchange requirements,
strategic ATFM measures (e.g. Traffic Orientation Schemes),
current ATFM measures (e.g. specific measures applicable on the day in question).
Specifically they shall adhere to the departure slots issued by the ATFM Service, REF para 3.
The general ATFM procedures which apply throughout the ICAO European region are published in ICAO Doc 7030, Regional Supplementary Procedures (Europe) and in ICAO EUR Doc 003, the ATFM Handbook.

Where these procedures are not consistent, the information in Norwegian publications prevails in Norwegian flight information regions.
Submission of flight plans
Flight plans for all IFR flights (i.e. all IFR flights except operational military flights and helicopter traffic in the North Sea) shall be submitted to the IFPS in the NMOC at least 1 hour before EOBT.
For flights subject to ATFM measures, the flight plan shall be submitted to IFPS at least 3 hours before EOBT.
IFR-GAT flight plans may be submitted via ATS, according to previous procedure, or directly from the Aircraft Operator to IFPS/NMOC by AFTN or SITA according to specific Norwegian procedures published in BSL and AIC.
Responsibility for keeping NMOC informed of changes of the flight plan and related messages
The Aircraft Operators are responsible for keeping NMOC informed of delays or demand for revision of the flight plan, including inability to adhere to the slot.
