ENTC AD 2.20  Local aerodrome regulations

1  AD availability
1.1 Except for emergency situations AD shall not be used by CIV or MIL ACFT with wingspan exceeding 52 M. Avinor may grant other exceptions based on an Approach and Departure Risk Assessment. Request must be send AD minimum 8 weeks prior to operations.
2  Application and approval of departure and arrival time (”SLOT-time”) for IFR and VFR flights
2.1 Prior approval (”slot-time”) is mandatory for all IFR and VFR flights, except:
  • aircraft using the aerodrome as alternate due to meteorological, technical or safety reasons

  • aircraft on ambulance-, search- or rescue mission

  • aircraft that park in the area belonging to the Tromsoe flying club

  • aircraft that park in the hangar

2.3 Application for handling must be sent separately, independently of the application for "slot-time". Such application must be sent directly to the handling agent.
3  De-icing
3.1 De-icing for aircraft with reference code C or lower is carried out on de-icing platform north and south, REF AD ENTC 2-3 Parking/Docking Chart.
3.2 Aircraft with reference code D or greater shall be escorted by follow-me vehicle to de-icing platform.
3.3 Before engine start-up, contact handling agent and request de-icing.
3.4 When requesting start-up clearance, inform TWR; de-icing required.
3.5 Contact TWR for taxi instructions to de-icing platform.
3.6 Contact de-icing operator before entering de-icing platform.
3.7 When de-icing is completed, contact TWR for taxi instructions.

ENTC AD 2.21  Noise abatement procedures

1  General
1.1 The following noise abatement procedures are mandatory unless otherwise instructed by ATC or unless deviations are required in the interest of safety. Instructions which will imply deviations from noise abatement procedures will include the phrase: “Disregard Noise Abatement”.
2  Restrictions
2.1 Aircraft with MTOM 2500 KG or more, shall not overfly Tromsøya BLW 2000 FT.

ENTC AD 2.22  Flight Procedures

1  Operations under limited visibility conditions
1.1 Aerodrome marking and lighting details, REF table 2.9 and 2.14, and AD 2 ENTC 2-1.
1.2 RVR 800 M or less:
Secondary power supply ensures activation in 1 -one- second.
1.3 RVR 550 M or less:
LVP not established. No aircraft operations allowed.
2  Radio communication failure
2.1 If experiencing radio communication failure when flying VFR in CTR:
  1. Squawk 7600,

  2. Proceed via routes shown (REF AD 2 ENTC 6 - 1) and hold
    - 0,5 NM W of AD at 750 FT, or
    - 0,5 NM E of AD at 750 FT

  3. Flash LDG LGT and watch TWR for visual signals.

ENTC AD 2.23  Additional Information

1  Differences from ICAO Annex 14
1.1 Non-frangible objects on ungraded part of strip; GP-antennas and cabins to both RWYs, three buildings east of THR 18 and light masts at Ringveien. REF para 3.4.6 and ch. 9.9. REF Aerodrome Chart.
1.2 Longitudinal slopes on strip exceed requirements on the eastern side, 65 - 80 M north of THR 18 and 70 - 75 M from RWY CL. REF para 3.4.13.
1.3 Transverse slopes on strip exceed requirements on the eastern side, from 70 M north of THR 18 to 420 M south of THR 18. REF para 3.4.15.
1.4 Concrete blocks on RESA south, 45 - 48 M from extended CL. REF para 3.5.7.
1.5 In curves on TWY C and TWY E the distance between main wheel and taxiway edge will be less than specified for the longest code D ACFT. REF para 3.9.3.
1.6 Between TWY A and TWY C the separation between RWY and TWY Y is 158 M. Between TWY C and TWY D the separation between RWY and TWY Y is 147 M. REF para 3.9.7.
1.7 The longitudinal slope changes on TWY Y between TWY B and TWY C exceed 1 % pr. 30 M.
1.8 Up to 3% slope on parts of apron for ambulance and helicopters. REF para 3.13.5.
1.9 Clearance distance between aircraft on stand and passenger loading bridges is less than 4.5 M, REF para 3.13.6.
1.10 RWY AHEAD is used as mandatory instruction marking. REF para 5.2.16.
1.11 PAPI RWY 18: Light unit D at left WBAR is 13.6 M from RWY edge.

PAPI RWY 36: Light unit D at right WBAR is 13.2 M from RWY edte. REF para 5.3.5.28.

1.12 THR LGT consist of WBAR only. REF para 5.3.10.5.
1.13 RWY END LGT consist of WBAR only. REF para 5.3.11.3.
1.14 Simple TDZ lights are replaced by balked landing guidance lights. REF para 5.3.14.
1.15 Nose wheel steering on turn pads for longer ACFT in code D following the marked curve will exceed 45°.
2  International Health Regulations (IHR)
2.1 The airport is designated as IHR airport, REF GEN 1.3, item 4.
3  Special requirements for aircraft operators performing commercial transportation into Tromsø airport, Langnes

For operations with jet aircraft in PANS OPS approach category C/D:

  • 01 OCT - 30 APR: CAT C

  • 01 MAY - 30 SEP: CAT B

For operations with other types of ACFT: CAT B all year around.

3.1 If Category B - The operator shall develop a crew briefing relevant for the airport (REF ORO.FC.105).

3.3 If Category C - The operator shall develop training syllabus for FSTD and/or briefing for an observer flight (REF ORO.FC.105).
3.4 The operator shall evaluate the need for setting special crosswind and/or tailwind limits based on AIP specified runway/strip/ RESA conditions.
3.5 The operator shall document custom engine failure procedures, takeoff and landing mass calculations including contaminated runway conditions according to GRF standards (REF. AMC1 CAT.OP.MPA.303(e)).
3.6 The aircraft operator shall document fulfilment of the requirements above to CAA Norway at least 14 days prior to commencing operations. Instructions on how to declare compliance is listed in a downloadable pdf-file here: https://avinor.no/en/ais/pilot-briefing/. CAA Norway will, after evaluating the documentation and finding it adequate, issue a letter of compliance. A copy of this letter has to be carried by the crew and presented to local airport authorities or representatives of CAA Norway on request.
4  Tailwind landings
4.1 As a safety precaution CAA Norway has set a maximum allowed tailwind component of 8 knots for jet ACFT landing on RWY 18 when the runway is contaminated.
4.2 The wind component is based on the average reading the last two minutes from the northern anemometer.
5  Approach and runway lights
5.1 The light intensity for sequenced flashing light is adjustable in 3 stages, intensity 10 - 30 - 100 %.
5.2 The light intensity for APCH, PAPI, THR, RWY CL, RWY edge, RWY end and TWY LGT is adjustable in 5 stages, intensity 1 - 3 - 10 - 30 - 100 %, REF AD 1.1.
5.3 Balked LDG guidance lights installed, 2 Y LGTS outside each edge of RWY, in a given distance after THR, REF AD 2.14.10.
6  Caution
6.1 Wind Shear/eddies may occur on short final RWY 18 and 36 with wind 200-270° above 20 KT.
